Human Resources Manager

Southwest Virginia Regional Jail Authority


The Southwest Virginia Regional Jail Authority is seeking a qualified and experienced Human Resources Manager to oversee and administer the Authority’s human resources and payroll functions. This position is responsible for recruitment, employee relations, compensation and benefits, payroll, personnel records, performance management, employee development, compliance, workplace investigations, and related personnel programs.

 

Key Responsibilities

  • Manage and administer comprehensive human resources programs and services.
  • Advise management on employee relations, performance management, workplace conduct, accommodations, and personnel matters.
  • Monitor compliance with applicable federal and Virginia employment laws and regulations.
  • Coordinate employee complaint and workplace investigations.
  • Oversee recruitment, selection, onboarding, retention, and employee engagement initiatives.
  • Administer employee benefits, leave programs, workers’ compensation, and payroll functions.
  • Oversee personnel records and ensure confidentiality, security, and appropriate retention.
  • Administer compensation and position classification programs.
  • Develop and maintain position descriptions and recruitment postings.
  • Provide guidance and training to management regarding human resources policies and compliance.

Qualifications

  • Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
  • Five (5) years of progressively responsible human resources experience with supervisory experience preferred.
  • Strong management, organizational, interpersonal, and communication skills.
  • Proficiency with Microsoft Office and human resources, payroll, benefits, and related computerized systems.
  • Thorough knowledge of federal and Virginia employment laws and regulations.
  • Valid driver’s license and ability to travel between Authority facilities as required.
  • Professional HR certification, such as SHRM or PHR, preferred.

The successful candidate must demonstrate sound judgment, professionalism, discretion, and the ability to effectively manage sensitive and complex personnel matters in a correctional environment.
