State Department Federal Credit Union is seeking a VP, Human Resources to oversee the day to day execution of HR operations while providing strategic direction to support organizational goals. The VP will lead by example through active involvement in HR initiatives, direct support and development of the HR team, and provide a willingness to personally manage operational responsibilities to ensure effective and compliant human resources practices.  Essential Duties and Responsibilities: Strategic Leadership Develop and implement HR strategies that align with the organization’s mission and objectives. Collaborate with senior leadership to support the organization’s vision and culture. Serve as a strategic advisor to the CEO on human capital strategy, succession, culture, and workforce risk. Lead change management efforts related to organizational restructuring or growth. Collaborate with department heads to address staffing needs and workforce challenges. Oversee performance management systems and succession planning initiatives. Guide leadership development and training programs. Oversee HR technology systems and ensure data integrity and security. Lead a total rewards strategy that supports business goals, pay equity, and market competitiveness. HR Operations Management Lead and oversee all HR operations including talent acquisition, employee relations, compensation, benefits, performance management, training and compliance with labor laws. Develop and manage HR budgets and resource allocation. Oversee and manage the administration of benefit programs including health, dental, vision, retirement plans, life, disability, professional development. Hire, mentor and evaluate HR and Recruiting team members to foster a high performing culture through effective leadership and people management. Employee Relations and Engagement Define and measure cultural health using clear KPIs tied to leadership accountability. Design and oversee the end to end employee experience, including onboarding, career pathways, and key moments that matter. Strengthen manager capability to create consistent, high quality employee experiences. Oversee employee relations programs to ensure a positive, compliant, and productive work environment. Provide guidance to managers on conflict resolution, disciplinary actions, and performance improvement plans. Investigate and resolve workplace complaints in accordance with policies and legal requirements. Develop and implement policies that promote fairness, consistency, and employee engagement. Promote and develop programs that enhance employee engagement and retention. Data Analysis Utilize HR metrics and analytics to assess the effectiveness of HR initiatives and make data driven recommendations and decisions to improve organizational performance. Support AI governance for talent acquisition, performance, and workforce decisions. Partner with the CFO on workforce cost modeling, productivity analysis, and labor investment decisions. Compliance Maintain accurate annual filings, recordkeeping and required postings; oversee internal audits and prepare for external compliance reviews. Monitor and implement changes to labor laws, and executive orders affecting employment practices. Serve as liaison with regulatory agencies and manage responses to audits or investigations. QualificationsRequired Skills and Competencies: Experience in a regulated environment, preferably within financial services, banking, credit unions, or similarly regulated industries. Master’s degree in Human Resources, Business Administration, or a related field is preferred. SPHR certification is preferred. Minimum 10 years of progressive Human Resources experience, including at least 5 years in a senior leadership role leading and developing high performing HR teams. Demonstrated ability to make timely, well informed decisions, exercise sound judgment, and take ownership of outcomes in a dynamic environment. Proven leadership, communication, and interpersonal skills, with the ability to build trust, foster collaboration, and maintain effective relationships with employees, leaders, clients, and vendors at all organizational levels. Must be approachable, relatable, and able to balance empathy with accountability. Experience supporting a geographically dispersed workforce, including employees located both within the United States and internationally. Understanding of cross border employment practices, benefits administration, and workforce considerations is highly desirable. Exceptional organizational skills with the ability to manage multiple priorities, execute against deadlines, and drive initiatives from concept through implementation. In depth knowledge of HR software and tools, specifically Paycom. Proven track record of developing and implementing strategic HR initiatives that drive business results and effectively address complex organizational challenges. In depth understanding of labor laws, HR best practices and current trends. Strong ethical standards and high level of integrity with a sensitivity to confidential matters being required. Strong computer and research skills. Unwavering commitment to quality and superior customer and employee engagement. Strong written and verbal communication skills.
