Who you are:

We are seeking a knowledgeable Finance Director for a Full Time role working in an administrative setting. As a member of the finance team, the Finance Director will direct all fiscal operations, financial planning, and government compliance of the organization. The Finance Director will:

  • Assures that management of all the financial affairs of MACT Health Board, Inc, including contracts with funding sources, is effective and efficient and meets all accounting and governmental standards.
  • Partners with the Executive Director and Board of Directors to shape financial growth, capital projects, and service line expansions. 
  • Assures proper internal controls of the organization and establishes quality assurance activities to allow for this to take place.
  • Supervises all payroll functions.
  • Ensures proper and timely financial monitoring of contracts and grants.
  • Prepares specialized filings such as Medicare/Medi-Cal cost reports, and 340b drug pricing program compliance. 
  • Serves as prime liaison for fiscal affairs with funding sources.
  • Develops timely and accurate reports as required to all funding agencies.
  • Supervises staff of the Finance Department, Billing Department, and Credentialing Department.
  • Reviews the financial reports prepared by the Senior Accountant/Controller for submission to the Executive Director, Finance Committee and Board of Directors on financial status and department status.
  • Works directly with the Board of Directors.
  • Develops annual budget and budgets for all proposals.
  • Coordinates an annual audit of the organization with the independent auditor.
  • Responsible for the development and timely maintenance of the fiscal policies and procedures manual.
  • Prepares and reviews contracts for I.H.S. programs including 105(L) Lease Program, annual funding contracts, and all other grant opportunities. 
  • Assures sufficient and independent insurance coverage for organization.
  • Oversees all accounts receivables, charges, collections, write-offs and posting balancing.
  • Prepares accurate and timely State and Federal tax reports and payments.
  • Performs special fiscal administrative projects as requested by the Executive Director, Board of Directors and Finance Committee.
  • Manage investment of MACT Health Board funds.
  • Work with the Human Resources Department on employee benefit plans.
  • Other duties as assigned. 


What you need:

  • MPA, MBA, or CPA certification in accounting, financial management, business or similar field. Minimum of five years of supervisory experience in financial management, budget formulation, monitoring, and fund accounting is required. Experience, knowledge and demonstrated competency of automated financial management systems including accounting software and Excel software.
  • Knowledge and direct experience in accounting for publicly funded non-profit health, Tribal 638 clinic, or FQHC organization preferred.
  • Strong written and verbal communication skills. Strong interpersonal skills as demonstrated through the ability to establish and maintain effective working relationships with other departments within the MACT organization. 
  • Experience with automated data systems and EHR, NextGen preferred.
  • Current BLS/ALS certificate
  • Must pass Occupational Health Screening.
  • Must possess a valid form of identification as listed on the U.S. Department of Justice I-9 form, verified using the E Verify system.
  • Clean DMV driving record and MACT auto insurance driving eligibility (determined by auto insurance carrier).


The position requires an awareness and keen appreciation of American Indian traditions, customs, and socioeconomic needs and the ability at all times to meet and deal effectively in contacts with Indian health organizations which requires tact, courtesy, discretion, resourcefulness and good judgment in handling functions of a sensitive nature.
