Position Overview

Seeking an experienced IT PM Governance Specialist III to support the Federal / Government Client in Pentagon City. This senior-level position provides leadership across IT governance, investment management, capital planning, enterprise architecture, portfolio management, organizational development, and program oversight for mission-critical information technology initiatives.

The successful candidate will provide expert guidance supporting the full IT investment lifecycle while ensuring alignment with Federal / Government Client, Office of Management and Budget (OMB), and Federal / Government Client strategic objectives. This role requires extensive experience supporting federal IT governance processes, Earned Value Management (EVM), Capital Planning and Investment Control (CPIC), enterprise architecture, and portfolio performance management.

Required Qualifications

  • Active Secret Security Clearance
  • U.S. Citizenship
  • Bachelor's Degree in Business Administration, Computer Science, Information Systems, Engineering, or related discipline (or equivalent experience)
  • Minimum 15 years of Federal consulting experience
  • Extensive experience supporting:
    • IT Governance
    • Portfolio Management
    • Capital Planning & Investment Control (CPIC)
    • IT Investment Management (ITIM)
    • Enterprise Architecture (EA)

    • Organizational Development

  • Experience supporting OMB and Federal / Government Client budget, reporting, and governance requirements.
  • Strong experience developing:

  • Experience facilitating executive meetings and stakeholder workshops.
  • Exceptional written and verbal communication skills.

Key Responsibilities

IT Governance & Portfolio Management

  • Lead IT governance activities supporting Federal / Government Client enterprise initiatives.
  • Manage IT investment portfolios and ensure alignment with agency strategic goals.
  • Develop governance processes, performance measures, and portfolio reporting.
  • Monitor portfolio health and provide executive-level recommendations.

Capital Planning & Investment Control (CPIC)

  • Support the complete CPIC lifecycle for major IT investments.
  • Develop business cases, feasibility studies, alternatives analyses, and investment documentation.
  • Ensure compliance with OMB, Federal / Government Client, and agency investment management requirements.
  • Support IT Investment Management (ITIM) reporting activities.

Enterprise Architecture & Strategic Planning

  • Align enterprise architecture initiatives with agency strategic objectives.
  • Evaluate current and future ("As-Is" / "To-Be") organizational models.
  • Recommend organizational improvements to maximize efficiency and effectiveness.
  • Support strategic planning and modernization initiatives.

Program & Project Governance

  • Provide expert guidance across all Project Management Body of Knowledge (PMBOK®) knowledge areas and process groups.
  • Support project managers with governance reviews and project health assessments.
  • Develop executive dashboards, performance metrics, and governance reporting.
  • Ensure projects comply with federal governance standards.

Risk Management & Earned Value Management

  • Lead project risk identification, analysis, and mitigation planning.
  • Develop EVM reporting processes and performance metrics.
  • Analyze project performance using earned value methodologies.
  • Conduct governance reviews and recommend corrective actions.

Business Analysis & Organizational Development

  • Facilitate stakeholder workshops and requirements sessions.
  • Conduct business process analysis and organizational assessments.
  • Develop recommendations to improve operational performance.
  • Document functional and technical requirements.

Service Management & Compliance

  • Support workflow automation and reporting using ServiceNow ITSM and ITBM.
  • Conduct governance, compliance, and service audits.
  • Prepare audit findings and corrective action plans.
  • Ensure adherence to federal IT governance standards.
