Brief Job Description:

This position is open to U.S. Citizens and permanent residents.


This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

 

The Senior Enterprise Batch Operations Analyst serves as the senior technical expert responsible for supporting, coordinating, and optimizing enterprise batch processing, workload automation, and production operations for mission-critical business applications.

 

This position serves as the primary backup to the Enterprise Batch Operations Lead (System Analyst VI) and provides technical leadership for daily batch operations, production scheduling, workload automation, and incident management.

 

The Senior Enterprise Batch Operations Analyst works closely with application development, database, infrastructure, middleware, cloud, and business teams to ensure the reliable, secure, and timely execution of enterprise batch workloads. The position is responsible for troubleshooting complex production issues, implementing process improvements, supporting disaster recovery activities, and mentoring junior analysts while maintaining high system availability and operational excellence.

 

Essential Job Functions (EJFs):

Enterprise Batch Operations & Workload Automation – Coordinates, monitors, and optimizes enterprise batch processing and workload automation to ensure mission-critical applications complete within established processing windows and service level agreements. Performs scheduling administration, workload optimization, batch recovery, and production validation activities. 35%

Production Support, Incident Management & Operational Continuity Serves as the senior technical analyst for production support by monitoring system health, troubleshooting complex batch failures, coordinating incident response, performing root cause analysis, and serving as the primary backup to the Enterprise Batch Operations Lead (System Analyst VI) to ensure uninterrupted business operations. 25%

System Analysis, Process Improvement & Automation – Analyzes enterprise batch workflows, identifies operational inefficiencies, develops automation solutions, implements process improvements, and supports modernization initiatives to improve system reliability, reduce manual effort, and enhance operational performance. 20%

Production Releases, Disaster Recovery & Compliance – Coordinates production implementations, validates operational readiness for application releases, participates in disaster recovery and business continuity activities, ensures compliance with change management policies, and maintains operational documentation, runbooks, and recovery procedures. 10%

Technical Leadership, Collaboration & Knowledge Transfer – Provides technical guidance and mentoring to junior analysts, collaborates with application development, infrastructure, database, cloud, and business teams, leads operational meetings when delegated, and supports cross-training to ensure operational continuity and knowledge sharing across the organization. 10%

 

Knowledge, Skills and Abilities (KSAs):

  • Comprehensive knowledge of enterprise batch processing architecture across distributed, and cloud environments, including workload automation platforms.
  • Expertise in designing, optimizing, and troubleshooting complex batch workflows, interdependent job streams, and high-volume transactional systems.
  • Strong understanding of incident, problem, and change management processes, including root cause analysis and production stability practices.
  • Proven skill in automation engineering, ability to reduce manual intervention and improve operational efficiency.
  • Knowledge of system performance monitoring, capacity planning, disaster recovery, and business continuity strategies in high-availability environments.
  • Thorough understanding of state security policies, audit requirements, compliance standards, and risk management controls.
  • Ability to lead enterprise-level operational initiatives, prioritize competing demands, and make sound technical decisions under pressure.
  • Skill in collaborating with cross-functional teams (application, database, infrastructure, security, and vendors) to coordinate releases and resolve incidents.
  • Ability to translate business requirements into scalable, resilient batch automation solutions aligned with agency strategic objectives.
  • Strong communication skills, with the ability to mentor technical staff, influence stakeholders, and drive continuous improvement across enterprise production services.

 

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

A degree from an accredited college or university with major course work in computer science, computer information systems, or engineering is preferred.  At least 10 years of experience leading IT teams in lieu of education would be acceptable.

 

Minimum of five (5) years of experience in enterprise application support, batch processing, workload automation, or production operations.

 

Minimum of three (3) years of experience in a senior, or technical oversight role supporting mission critical systems.

 

Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

 

Selected candidates must be legally authorized to work in the U.S. without sponsorship.
