Brief Job Description:
The Learning Resource Network (LRN) Sr. Learning System Specialist is responsible for advanced data management and tasks associated with the Health and Human Services (HHS) CAPPS training module. Serves as lead subject matter expert for the CAPPS LMS system, manages data and reporting, leads LRN training initiatives and projects, develops LMS policies, procedures, and training materials, and recommends training process improvements. Serves as front-end LMS administrator for the HHS Learning Portal. Provides tier 2 and 3 support for multiple learning systems. Reports to the LRN Learning and Development Director and works under minimal supervision with extensive latitude in the use of initiative and independent judgment.
Essential Job Functions (EJFs):
CAPPS LMS Coordinator
Serves as the lead subject matter expert for the learning management functionality for the CAPPS training module. Represents LRN as the business owner in CAPPS training module planning and implementation activities. Consults with stakeholders to analyze and determine reporting needs and coordinates the development of system requirements and solutions to ensure the training needs of HHS are met. Serves as lead liaison with vendors and HHS agencies’ training units to resolve technical and process issues related to the HHS Learning Management System. Plans and analyzes HHS training programs and end-user requirements, procedures, and recommends solutions. Analyzes problems and collaborates with technical staff to resolve issues with automated systems. Researches and recommends solutions to improve PeopleSoft Enterprise Learning and Enterprise Learning Management functionality. Provides CAPPS Training for all non-facility training employees. Works in coordination, at times, with State Hospitals and State Supported Living Centers. Manages CAPPS testing efforts for LRN, including fiscal year-end changes, PeopleSoft patches, updates, and upgrades, and all custom enhancements and/or bug fixes. (30%)
Moodle LMS System Administrator
Manages the public-facing LMS, including maintenance of LRN-owned course categories. Conducts training sessions for HHS Program team developers and managers on best-practice development processes; provides administrative setup; and assists with maintaining the developer handbook, training materials, and other resources. Reinforces training through the Moodle User’s Group and Microsoft Teams Community. Tests Moodle patches, upgrades, updates, and system fixes. (30%)
Data Management and Reporting
Creates and administers training reports, analyzes workforce data, interprets and provides advice and assistance to agency learning management groups, HHS employees, and HHS managers. Assists with training program planning and development; analyzes and evaluates training program issues and recommends solutions; monitors learning management system service requests (status, problem solving, reporting). Conducts special investigations, researches data, and performs internal compliance audits. Represents LRN at meetings, briefings, conferences, and on workgroups. (20%)
Training Initiatives and Projects
Assists the LRN Learning and Development Director with initiatives and projects. Leads project meetings, maintains project documentation; ensures HHS goals and objectives are communicated to all stakeholders. Coordinates LRN projects and activities to ensure the business needs of HHS training stakeholders are met. Elevates risks or major issues to the LRN Learning and Development Director management in a timely manner. (10%)
Training Policies, Procedures and Processes
Serves as a subject matter expert for reporting and CAPPS LMS policies, procedures, and processes. Researches, develops, and recommends best practices to achieve solutions that work for the HHS System. Develops user guides, training aids (simulations, tutorials, user guides), and provides training to data administrators related to CAPPS LMS functionality. (5%)
Training Process Improvement
Identifies areas for change and recommends operational improvements. Provides project or training program analysis; develops, documents, and oversees development and documentation of business process models and data flowcharts to standardize and/or optimize training processes. Analyzes process issues to determine trends and identify root causes. Develops solutions to operational problems and identifies ways to create or improve training programs. (5%)

Initial Screening Criteria:
Required Qualifications
- Bachelor's Degree in a related field. Relevant experience in learning management systems, training administration, data reporting, instructional technology, or closely related work may substitute for the required education on a year-for-year basis.
- Two (2) years of experience as a front-end administrator for an LMS
- Three (3) years of experience in 508-compliant training
- Three (3) years of experience in advanced data analytics and generating reports
Preferred Qualifications
- Two (2) years of experience supporting PeopleSoft Enterprise Learning functions in CAPPS
- Three (3) years of experience troubleshooting Moodle LMS system issues
Additional Information:
- Some travel and flexibility in hours may be required, including occasional extended hours.
- This position is located in Austin, TX and may allow a hybrid telework schedule with required on-site work at the HHS North Austin Complex. Telework is subject to change based on business needs and management directives. When telework is allowed, it requires reliable personal internet and a workspace that supports the protection of confidential information.
