This position will be located at APC Corporate Headquarters in Birmingham, AL

POSITION SUMMARY

The Regulatory Strategy & Analytics Manager is responsible for leading the development, analysis, and execution of regulatory strategies that support Alabama Power Company’s constructive regulatory environment, customer rate objectives, legislative compliance obligations, and long-term business priorities. This position will serve as a key leader within Regulatory Affairs for the development of regulatory positioning and strategic messaging as well as strategic research, regulatory analytics, performance metrics, Alabama Public Service Commission (APSC) engagement planning, and implementation of new requirements arising from new regulations, including Commissioner and staff education, customer rate strategy, annual public meeting execution, and preparation for potential future rate reviews and proceedings. 

POSITION QUALIFICATIONS

Education:

  • Bachelor’s degree required.
  • Advanced degree, professional certification, or equivalent experience in business, analytics, finance, regulation, or public policy highly preferred.

 

Experience:

  • Direct supervisory or managerial experience is required.
  • Significant experience in utility regulation, regulatory policy, rates, financial analysis, strategic planning, public policy, or related utility business functions.
  • Experience working with or supporting matters before the APSC or other regulatory bodies preferred.
  • Experience developing regulatory strategy, leading cross-functional projects, managing executive-level deliverables, and preparing materials for external stakeholders.
  • Experience performing or directing quantitative analysis, benchmarking, peer utility research, trend analysis, and performance metric evaluation.

 

Knowledge and Skills:

  • Strong understanding of Alabama Power’s regulatory framework, rate mechanisms, cost recovery clauses, and customer rate objectives, including Rates RSE and CNP.
  • Ability to identify issues, evaluate options, support recommendations, and appropriately escalate risks.
  • Knowledge of state regulatory requirements, APSC structure and processes, utility ratemaking principles, and emerging regulatory issues affecting investor-owned utilities.
  • This position requires significant independent judgment and strategic decision-making for regulatory strategy development and implementation.
  • Demonstrated ability to develop regulatory strategy, anticipate stakeholder concerns, and translate complex issues into clear recommendations.
  • Strong analytical skills, including the ability to evaluate rate case activity, reliability metrics, affordability indicators, customer satisfaction data, peer group comparisons, financial metrics, and industry trends.
  • Advanced written and verbal communication skills, including the ability to prepare executive-ready materials and facilitate discussions with internal leaders, APSC Commissioners and Staff, the Attorney General’s office.
  • Proven leadership, project management, and decision-making skills, with the ability to manage multiple priorities in a changing regulatory environment.
  • Ability to build and maintain trusted working relationships across Regulatory Affairs, Legal, Finance, Operations, Customer Service, External Affairs, and other business units.
  • Commitment to accuracy, accountability, confidentiality, sound judgment, and high-quality work product under short deadlines.

 

MAJOR JOB RESPONSIBILITIES

  • Lead new regulatory implementation strategy and execution. 

  • Lead regulatory strategy and analytics for industry research. 

  • Lead work direction of analysts and project managers, and cross-functional project teams.

  • Responsible for providing education and training of core business with regulators and staff. 

  • Manage performance metrics review and external stakeholder engagement. 

  • Lead development of regulatory positioning and strategic messaging.

  • Support customer rate strategy and regulatory policy development.
