The Director, Regulatory Affairs & Licensing - Nuclear (or Director of Licensing) supports and helps lead a multidisciplinary engineering team focused on Holtec’s core business for spent fuel storage and transportation casks. This role plays a critical leadership role in developing and executing the overall licensing strategy. Holtec is a global supplier of equipment and systems supporting nuclear, solar, geothermal, and fossil power generation sectors.

The Director of Licensing will be responsible for managing and overseeing all aspects of the dry fuel storage and transportation licensing program, including regulatory strategy, license applications, and direct engagement with the U.S. Nuclear Regulatory Commission (NRC) and international regulators. This individual will work cross-functionally across engineering, project leadership, and broader business units to ensure regulatory alignment and successful project execution.

Primary Responsibilities:

Lead and execute all Holtec licensing applications for spent fuel storage and transport both domestically and internationally
Serve as the primary interface with the U.S. NRC, including Branch Chiefs, Project Managers, and technical staff as well as international regulatory authorities
Oversee preparation, review, and approval of licensing correspondence and documentation
Collaborate with engineering, project management, and leadership teams to ensure alignment with licensing requirements
Provide technical guidance on licensing and regulatory matters throughout the project lifecycle
Develop and maintain documentation including licensing basis materials, reports, and project updates
Identify licensing risks and develop mitigation strategies to support successful project outcomes
Ensure compliance with NRC regulations, industry standards, and internal quality requirements
Ownership of Holtec’s 10CFR72.48 change control program
Communicate project progress, risks, and key updates to internal stakeholders
Direct contact with Holtec clients to provide guidance on compliance issues
Support to business development for proposals and prospective client support

Requirements:

Bachelor’s degree in Engineering required
10+ years of experience in the commercial or naval nuclear industry with strong licensing and engineering background
Strong familiarity with U.S. NRC regulations, processes, and licensing pathways
Proven experience managing complex regulatory programs and interactions
Excellent written and verbal communication skills with ability to convey technical concepts clearly
Strong leadership, collaboration, and problem-solving capabilities
Ability to manage multiple priorities and meet deadlines in a fast-paced environment
Detail-oriented with strong organizational skills
Professional presence with the ability to present to various levels of the organization and external stakeholders
Willingness to travel approximately 10–20%

Annual compensation based on skills and experience ranging from $200,000 to $230,000
