ESSENTIAL DUTIES & RESPONSIBILITIES

General description of main/primary duties and responsibilities of the job, aptitude, level of complexity, span of control, autonomy, decision making and judgement. It is central and necessary to the satisfactory performance of the job. Includes the following and other duties as assigned.

Under limited guidance, this position will:

  • Review, revise, and communicate a procurement business plan. Establish, communicate and implement short-term and long-term goals for the department to promote effectiveness and efficiency.
  • Serve as the primary contact for procurement related questions, training, policy and procedure interpretation and alignment by all departments.
  • Direct current procurement policies, procedures and programs with a focus on enhancing organizational value.
  • Meet regularly with respective departments and executives regarding procurement needs, ensure their understanding and/ or recommendations to enhance policies and procedures.
  • Develop, communicate, and implement new or revised policies, procedures, and programs as needed. Responsible for providing policies and procedures for best practices in the acquisition process.
  • Manage the sourcing life cycle process to acquire goods and services, to include market analysis, sourcing, request for proposal, information, bid (RFI and RFP), analysis, selection, and negotiations, etc.
  • Develop and implement procurement software solutions and reporting.
  • Utilize key performance indicators to measure procurement performance and develop dashboards for periodic review and reporting to senior management.
  • Oversee and negotiate creation of new and renewed vendor contracts.
  • Perform other duties as assigned.


QUALIFICATIONS

Education, Experience, Licensure (minimum level required)

  • Bachelor’s Degree in Business, Supply Management, or related field from an accredited institution.
  • At least ten (10) years of oil and gas industry experience.

SUPERVISORY RESPONSIBILITIES

This role will have director level responsibilities over the department. Supervises two (2) or more Full-Time Employees regularly.


Responsible for regularly making decisions and/or recommendations concerning:

  • Interviewing/hiring.
  • Mentoring/ongoing training.
  • Setting or adjusting work hours.
  • Plan, appoint, and direct the work.
  • Appraise performance/productivity and efficiency.
  • Recommend advancement, promotions, or other changes in status.
  • Handle complaints/grievances and disciplinary issues.


WORK ENVIRONMENT

Office Related:

  • Job is primarily performed in an office setting with exposure to computer screens and requires regular use of a computer, keyboard, mouse, and multi-line telephone system.
