Regional Facilities Manager

OneSchool Global is seeking a personable, experienced Regional Facilities Manager to oversee our 36 campuses across Canada, the United States of America, Barbados, Trinidad, Jamaica, and St. Vincent.  The Regional Facilities Manager is responsible for overseeing facilities management, maintenance, asset lifecycle and operational property services across the Region, ensuring campuses, facilities and operational assets remain safe, compliant, sustainable and fit for purpose.

The role implements global facilities management frameworks, standards and maintenance programs, ensuring facilities services are delivered consistently and effectively across all campuses within the Region.

Working closely with Regional Heads of School, Campus Principals, Campus Support Teams, the Regional Director of Infrastructure Delivery and the Global Facilities Management function, the role supports the effective stewardship of the Region's property portfolio and contributes to continuous improvement in asset performance, service delivery and operational efficiency.

Key Responsibilities

Work Health & Safety (WHS)

Facilities operations & maintenance

• Oversee facilities management operations across all campuses within the Region.
• Implement preventative and reactive maintenance programs in accordance with organisational standards and asset lifecycle requirements.
• Ensure facilities services are delivered efficiently, effectively and in a manner that supports safe and productive learning environments.
• Monitor maintenance performance, contractor effectiveness and service delivery outcomes.
• Coordinate maintenance priorities across campuses, balancing operational requirements, risk and available resources.
• Identify opportunities to improve maintenance practices, operational efficiency and service quality.
• Oversee delivery of soft services across campuses — cleaning, grounds and landscaping, waste, pest control and security services — to defined standards.
• Lead reactive, emergency and make-safe response across the Region, including after-hours and urgent works, ensuring hazards are contained quickly and campuses restored to safe operation.
• Operate a facilities helpdesk / work-order process so requests are logged, triaged, prioritised and closed out with a clear audit trail.

Asset lifecycle management

• Maintain oversight of regional asset registers, condition data and asset management information.
• Implement asset lifecycle management frameworks and maintenance programs in accordance with organisational standards.
• Monitor asset condition, performance and lifecycle risk across the regional portfolio.
• Provide lifecycle renewal recommendations and asset condition insights to support investment planning and asset sustainability.
• Support long term asset planning through the provision of asset performance and condition information.
• Promote effective stewardship of organisational assets through proactive monitoring and maintenance.
• Maintain registers of safety-critical and essential-services assets (fire, mechanical, electrical, vertical transport) and ensure their servicing and certification remain current, with maintenance history in the asset/work-order system informing lifecycle and renewal decisions.

Compliance, safety & assurance

• Ensure facilities management activities comply with statutory, regulatory and organisational requirements.
• Coordinate inspections, certifications, maintenance obligations and contractor compliance activities.
• Monitor facilities related risks and escalate issues requiring attention.
• Support audits, reviews and assurance activities relating to facilities management and asset compliance.
• Maintain accurate compliance records and reporting.
• Ensure facilities support safe, compliant and fit for purpose learning environments. Discharge work health and safety duties for facilities activities, including hazard and incident management, and contractor WHS verification before site access (via the WHS/compliance system, e.g. Donesafe).
• Ensure essential safety measures and life-safety systems (fire, emergency and building-essential services) are inspected, certified and compliant, and that emergency preparedness — evacuation planning, drills and facilities business continuity — is maintained.
• Uphold a child-safe physical environment on live campuses — secure site access, supervision and vetting of contractors working near students, and safe segregation of works from occupied areas — consistent with OSG safeguarding requirements.

Vendor & contractor management

• Manage facilities service providers and contractors across the Region.
• Monitor contractor performance, service delivery standards and contractual obligations.
• Coordinate contractor activities to ensure services are delivered safely, efficiently and in accordance with organisational expectations.
• Support procurement activities relating to maintenance, facilities services and operational asset requirements.
• Develop effective working relationships with contractors and service providers.
• Promote consistency in contractor management and service delivery practices across campuses.
• Manage facilities vendors and contractors against defined service-level agreements (SLAs) and KPIs, with regular performance review and remediation of underperformance.
• Verify contractor insurances, inductions and WHS compliance before granting site access, and ensure ongoing compliance through the engagement.

Financial management & operational planning

• Manage facilities maintenance budgets and operational expenditure within approved allocations.
• Monitor expenditure, maintenance costs and financial performance.
• Support budget forecasting and maintenance planning activities.
• Assist with prioritisation of maintenance and renewal activities based on risk, asset condition and operational requirements.
• Provide facilities related reporting and recommendations to Regional leadership.
• Ensure facilities resources are utilised efficiently and effectively.
• Contribute to the regional facilities and maintenance budget bid, including lifecycle renewal and planned-maintenance forecasts that feed regional and global capital planning.
• Identify, quantify and escalate the maintenance backlog and any unfunded or deferred maintenance liabilities, with the associated risk.

Utilities, sustainability & asset performance

• Monitor utilities consumption, operational performance and associated costs across the Region.
• Implement sustainability, energy efficiency and environmental initiatives in accordance with organisational requirements.
• Support the implementation of ESG related programs and reporting activities.
• Monitor asset performance and identify opportunities to improve asset reliability, utilisation and lifespan.
• Contribute to initiatives that improve operational efficiency and reduce lifecycle costs.
• Promote continuous improvement in facilities management practices and asset performance.
• Use metering and monitoring data to manage utilities performance and cost, and contribute to the decarbonisation, energy and ESG targets set by the Global Director - Facilities Management.

Regional partnership & campus support

• Partner closely with Regional Heads of School, Campus Principals and Campus Support Teams to understand facilities priorities and operational requirements.
• Provide specialist advice regarding facilities operations, maintenance and asset management matters.
• Support campuses in maintaining safe, compliant and effective learning environments.
• Partner with the Regional Director of Infrastructure Delivery to support project commissioning, operational readiness and asset handover activities.
• Facilitate collaboration and sharing of best practice across campuses and facilities teams.
• Contribute facilities expertise to regional planning and decision-making processes.
• Provide functional leadership and support to Campus Support Teams / campus-based facilities coordinators — setting standards, building capability and sharing best practice across campuses.
• Interface with the Regional Project Support Office, particularly the Minor Works Administrator, to scope, initiate, prioritise and hand over minor works that support facilities operations and asset renewal.
• Support space, occupancy and campus-utilisation planning, including moves, changes and minor fit-outs, in partnership with campus leadership.

Knowledge & Skills

• Relevant tertiary qualifications in Facilities Management, Property, Engineering, Asset Management, Building Services or a related discipline.
• Significant experience in facilities management, maintenance or property operations within a complex multi-site organisation.
• Demonstrated experience implementing preventative maintenance programs and supporting asset lifecycle management activities.
• Strong understanding of facilities operations, maintenance planning, contractor management and service delivery practices.
• Knowledge of statutory compliance requirements relating to facilities, building assets and maintenance activities.
• Experience managing maintenance budgets, operational expenditure and facilities service contracts.
• Experience maintaining asset registers, condition data and asset management systems.
• Understanding of utilities management, sustainability initiatives and environmental compliance requirements.
