SAIC is currently seeking a Joint Exercise Specialist - OPFOR Planner located at Camp Smith in Hawaii to support the USINDOPACOM J730 with developing a Command-Post Exercise (CPX) Opposition Forces (OPFOR) Campaign Plan & associated OPFOR synchronization matrix to facilitate exercise and training objectives.
JOB DESCRIPTION:
- Support the J733 Branch Chief by designing and managing realistic OPFOR campaign plans with activity synchronization matrix for Tier-1 Command-Post Exercises (CPX) and associated training activities such as PACIFIC SENTRY, PACIFIC FURY, and KEEN EDGE.
- Supports other J73 branch exercises with OPFOR subject matter expertise, products and support.
- Guide a team of personnel including U.S. Allies and Partners, in designing a comprehensive realistic OPFOR scenario with an exercise OPFOR campaign Plan which can stimulate training audience response planning.
- Prepare and brief senior leadership and the Joint Exercise Control Group (JECG) on OPFOR-related topics during planning conferences throughout the Joint Exercise Life Cycle (JELC).
- Support the Master Scenario Event List (MSEL) development, with a fully developed OPFOR scheme of maneuver that supports the Exercise Director’s intent for exercise execution.
- Produce exercise OPFOR synchronization matrix with day-by-day orders for every adversary unit represented within the exercise. Â This includes exercise adversary missile shot plan, adversary troop movements and maneuver, information operations intent, and air/maritime control operations.
- Integrate both kinetic and non-kinetic capabilities & effects into exercise OPFOR campaign plan and synchronization matrix.
- Conduct independent research to inform coherent exercise adversary campaigns and concepts of operation. Â Exercise adversary plans must be informed by emergent geopolitical dynamics within the USINDOPACOM AOR, intelligence estimates and briefings, all-domain capabilities, and comprehensive knowledge of existing operational plans.
- Support international travel for exercise planning and execution with foreign Allies and Partners (approximately 15%25 of the year).
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelors and ten (10)+ years of related experience; additional four (4) years’ experience accepted in lieu of degree.
- Joint Professional Military Education (JPME) I or equivalent.
- Experience working in a Joint or operational military headquarters and military exercise planning at the operational level.
- Basic understanding of the Joint Event Life Cycle (JELC) and associated requirements to both plan and execute CPX.
- Experience researching complex military and geopolitical topics to enhance scenario design.
- Experience in Intelligence or Deliberate Plans management role with oversight of projects and maintenance of timelines.
- Ability to lead components in the planning and execution of JELC events, work plans, seminars, and war games.
- Familiarity with the USINDOPACOM mission and area of responsibility.
- Experience with professional writing, to include proofreading and editing organizational directives, orders, policies, instructions, and technical documents.
REQUIRED CLEARANCE:
- Must have an active TS/SCI clearance.
- Must have current US Citizenship.
