POSITION SUMMARY 

Magnus is seeking a Senior Accessibility Subject Matter Expert to provide technical leadership, quality assurance, and advanced Section 508 guidance to DHS stakeholders. The selected candidate will support accessibility testing, document remediation, ICT acquisitions, system-development activities, enterprise governance reviews, and implementation of the DHS Headquarters Section 508 Program. 

 

KEY RESPONSIBILITIES 

  • Conduct Section 508 testing of websites, web applications, electronic content, and other ICT. 
  • Apply the DHS Trusted Tester Section 508 Conformance Test Process for Web, Version 5.0 or later. 
  • Perform quality-control reviews of Section 508 test results completed by DHS Headquarters Trusted Testers. 
  • Verify the accuracy, completeness, consistency, and compliance of testing results with DHS Trusted Tester guidance. 
  • Test and remediate Microsoft Office documents, Adobe PDF files, electronic forms, and other digital content. 
  • Apply the Accessibility Tests for Electronic Documents endorsed by the Federal CIO Council Accessibility Community of Practice. 
  • Develop accessibility test plans and provide guidance on interpreting test results. 
  • Recommend corrective actions and provide remediation support for Section 508 defects. 
  • Evaluate Accessibility Conformance Reports and Voluntary Product Accessibility Templates. 
  • Advise project teams and senior management during Section 508 alternatives analyses. 
  • Identify accessibility risks and potential impacts on users with disabilities. 
  • Advise project teams on accessible design standards, design patterns, code libraries, technical guidance, and testing tools. 
  • Integrate Section 508 considerations throughout the system development lifecycle. 
  • Support Section 508 reviews of ICT products progressing through enterprise architecture, acquisition, change-control, and network-service processes. 
  • Provide backup support for implementation of the DHS Headquarters Section 508 Program. 
  • Respond to complex accessibility questions from technical and nontechnical stakeholders. 
  • Maintain current professional certifications and accessibility skills throughout contract performance. 
MINIMUM QUALIFICATIONS 

  • Current DHS Trusted Tester Version 5.0 certification or later. 
  • Current IAAP Certified Professional in Accessibility Core Competencies certification. 
  • Broad knowledge of the Revised Section 508 Standards. 
  • At least two years of experience testing web content and applications for conformance with Section 508 Standards. 
  • At least two years of experience testing and remediating electronic documents for Section 508 conformance. 
  • At least three years of experience supporting ICT projects and acquisition efforts in addressing Section 508 requirements at defined stages of the project lifecycle. 
  • Demonstrated ability to review and validate accessibility testing results. 
  • Strong technical-analysis, problem-solving, documentation, and communication skills. 
PREFERRED QUALIFICATIONS 

  • Experience supporting a Federal agency Section 508 program. 
  • Experience advising senior leadership on accessibility risks and alternatives. 
  • Experience reviewing Accessibility Conformance Reports and Voluntary Product Accessibility Templates. 
  • Experience supporting ICT acquisition, enterprise architecture, change control, or governance reviews. 
  • Experience advising designers, developers, testers, and program managers on accessibility requirements. 
  • Familiarity with the Harmonized ICT Testing Baseline for Web. 
ADDITIONAL REQUIREMENTS 

  • Must maintain DHS Trusted Tester Version 5.0 or later and IAAP CPACC certifications throughout contract performance. 
  • Must satisfy applicable DHS suitability and Entry on Duty requirements. 
  • Must comply with DHS security, privacy, conduct, and information-protection requirements. 
  • Must be able to work remotely and report onsite to DHS/TSA Headquarters in Springfield, Virginia, if requested. 
  • Occasional work outside normal business hours may be required when authorized by the Government.
