This role provides comprehensive business operations support to NIWC Atlantic’s EIS Division FITE IPT. The specialist serves as a cross‑functional business operations integrator, collaborating across IPT leadership, Program Managers, Contracts, Finance, procurement personnel, and project leads. The focus is on improving organizational processes, strengthening data integrity, and supporting procurement‑related tracking to ensure clarity on actions, priorities, constraints, and performance.

Key Responsibilities:
• Provide business operations support across IPT functional areas and help identify operational gaps and improvement opportunities.
• Lead process improvement initiatives including problem identification, root cause analysis, solution development, deployment, and monitoring.
• Work across finance, contracts, procurement, and program management to maintain transparency of all IPT actions.
• Maintain end‑to‑end data integrity within Microsoft Power Apps; ensure accuracy and consistency of inputs from Contracts, Finance, and project teams.
• Develop and maintain a common data architecture to support rapid and accurate responses to data calls.
• Track procurement package status, action items, routing, comments, and milestone dates.
• Support development, coordination, review, and reporting of procurement requests, contract documentation, funding actions, and acquisition tasks.
• Provide professional communication across government and contractor teams to keep actions moving through the acquisition lifecycle.
• Coordinate with stakeholders to collect inputs and resolve procurement or funding deficiencies.
• Work closely with program managers, project leads, BFM personnel, contracting teams, and other stakeholders to ensure compliance and completeness of procurement packages.

Minimum Qualifications:
• Bachelor’s degree in business, finance, acquisition, contracting, public administration, or related field.
• Four or more years supporting government acquisition, contracts, procurement, program management, or business operations.
• Experience developing, coordinating, or reviewing procurement request packages or related contracting documentation.
• Familiarity with FAR, DFARS, DoD acquisition processes, Navy procurement processes, or federal service contracting requirements.
• Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
• Active Secret clearance or higher.

Desired Qualifications:
• Experience supporting NIWC LANT, Navy acquisition programs, or service contract procurement actions.
• Highly organized and able to manage multiple procurement actions at various stages.
• Comfortable working in a fast‑paced environment with evolving requirements.
• Ability to translate program and technical inputs into clear, complete procurement‑ready documentation.
• Strong collaboration skills with government leads, contracting personnel, financial managers, and project teams.
• Experience with Microsoft Power Platform (Power Apps, Power Automate, SharePoint, Power BI).
• Experience with process improvement methodologies such as Lean, Six Sigma, workflow analysis, or similar.
• Experience developing business process maps, SOPs, workflow documents, dashboards, or performance metrics.
• Experience with data governance, validation, standardization, or enterprise reporting.
• Ability to analyze large or complex datasets and translate findings into actionable recommendations.
• Experience supporting DoD acquisition, Navy acquisition, federal contracting, or government program management environments.

Salary: $90,000+ to align with education and experience.
