Summary:


The Operations Training & Development Manager leads the site learning system that builds organizational capability, eliminates losses caused by lack of skill or ineffective training systems, and creates a culture where every employee is both a learner and a teacher. This role owns the standard work processes, tools, governance, and coaching needed to deliver just-in-time, performance-based learning across manufacturing operations.

Key Responsibilities

  • Develop and manage the site learning strategy aligned to business priorities and loss-elimination goals.
  • Lead skill needs assessment and prioritization processes to identify current and future capability gaps by role, team, department, and value stream.
  • Translate prioritized gaps into an annual and dynamic training plan, including curriculum, audience, trainer requirements, delivery methods, calendar, resources, facilities, and success measures.
  • Design and govern performance-based learning solutions such as One Point Lessons, job aids, on-the-job training, workshops, self-study, digital learning, and roll-down training.
  • Build and maintain trainer and subject matter expert systems, including trainer selection, qualification, coaching, recognition, and train-the-trainer capability.
  • Ensure each training program includes clear learning objectives, task or knowledge requirements, hands-on practice, supporting materials, and a verification or qualification step.
  • Own the qualification process and skill tracking system to verify that employees can demonstrate the required capability at the needed proficiency level.
  • Partner with operations, quality, safety, maintenance, warehouse, engineering, and other process owners to integrate learning into daily work and eliminate skill-related losses.
  • Maintain training materials, records, learning systems, and facilities so that training is available when and where needed.
  • Measure learning effectiveness using in-process and outcome measures, including training completion, qualification at target level, training system health, and reduction of losses due to lack of skill.
  • Develops and maintains site skills matrix to ensure depth of knowledge throughout the organization. 

Required Qualifications

  • Experience leading learning, training, capability building, or continuous improvement systems in a manufacturing, supply chain, or operations environment.
  • Demonstrated ability to conduct skill gap analysis, build curricula, manage training plans, and evaluate learning effectiveness.
  • Strong facilitation, coaching, stakeholder management, communication, and change leadership skills.
  • Ability to work across functions and influence leaders, subject matter experts, trainers, and front-line teams without relying solely on formal authority.

Preferred Qualifications

  • Experience with Integrated Work Systems, Total Productive Maintenance, Lean Manufacturing, or other zero-loss continuous improvement systems.
  • Experience designing train-the-trainer programs, skill matrices, proficiency models, and role-based curricula.
  • Familiarity with manufacturing performance measures such as safety, quality, production, cost, delivery, and morale.

Success Measures

  • Reduction in losses linked to lack of skill, knowledge, or ineffective training systems.
  • Percent of employees qualified at target proficiency levels for critical skills and roles.
  • Completion and effectiveness of prioritized training plans tied to business needs.
  • Improvement in training system health, standard work process maturity, and learning material availability.
