Description: CRG is seeking two IT Project Managers to oversee the software development lifecycle, web database engineering, and modernization of the digital Blue List platform, and to provide technical oversight, integration management, and Program Management Office (PMO) support to the Government IT Program Manager on the DCMA Blue List Program Support Services contract.

IT PMs serve as the Government's technical oversight and integration team, bridging the Government IT Program Manager and the various development and sustainment teams, and must be well-versed in ServiceNow functionality to monitor sprint velocity, burn-down charts, and cross-vendor dependencies.

The ideal candidate will have hands-on ServiceNow platform management experience within a DoW or federal environment and be comfortable delivering executive-level status briefings on cross-vendor program execution.

Responsibilities:

Technical Oversight & Integration

  • Oversee the software development lifecycle, web database engineering, and modernization of the digital Blue List platform, providing technical oversight, integration management, and PMO support to the Government IT Program Manager
  • Serve as the Government's technical oversight and integration team, acting as a bridge between the Government IT Program Manager and the various development and sustainment teams
  • Review, validate, and provide formally documented evaluations and independent recommendations to the Government PM for the acceptance or rejection of all technical submissions provided by the implementation and sustainment teams
  • Coordinate schedules and technical dependencies between the implementation team, the sustainment team, and external DoW/DoD partners

 

ServiceNow Program Management

  • Leverage ServiceNow's native project management tools to ensure the implementation and sustainment teams are executing on schedule, within scope, and in alignment with program requirements
  • Monitor and evaluate the daily progress, sprint velocity, and burn-down charts of the implementation and sustainment teams, designing and maintaining real-time dashboards natively within ServiceNow SPM/ITSM to track implementation velocity, defect rates, and sustainment ticket resolution times
  • Support the CPM to consolidate, maintain, and manage the Government's IMS and program-level RIDAC (Risk, Issue, Decision, Action, Change) log natively within the ServiceNow Strategic Portfolio Management (SPM) module, mapping dependencies and milestones across all cross-vendor teams

 

Reporting & Compliance

  • Provide executive-level weekly program status briefings, slide decks, and reports summarizing cross-vendor execution, milestone risks, and resource utilization
  • Ensure all personnel performing tasks under the PWS meet applicable qualification and certification requirements per DoD Manual (DoDM) 8140.03
  • Ensure personnel performing privileged access, cybersecurity, or information assurance functions hold certifications appropriate to their assigned roles per DoDM 8140.03 DCWF Work Roles and Proficiency Levels, and provide documentation of personnel certifications upon Government request


Required Qualifications:

  • Bachelor's degree required in Computer Science, Information Technology, Systems Engineering, or a technical discipline
  • At least five (5) years of experience in IT project management, PMO support, or Independent Validation and Verification (IV&V) for enterprise IT portfolios, including at least two (2) years specifically overseeing ServiceNow platform implementations within DoW or Federal programs
  • Active certification required: Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or Project Management Professional (PMP)
  • Broad technical knowledge of DoW secure cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at Impact Level 4 (IL-4) or higher, DevSecOps pipelines, and API-driven platform architectures
  • Demonstrated experience implementing and managing projects within the ServiceNow platform, specifically utilizing ServiceNow SPM, IT Service Management (ITSM), and Agile Development 2.0 modules
  • Must be a U.S. citizen with a favorably adjudicated Tier 3 (ADP/IT-II) investigation on file in DISS at the time of offer


Desired Qualifications:

  • Technical familiarity with DoD cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at IL-4 or higher, DevSecOps pipelines, and ServiceNow Out-of-the-Box (OOB) architectural principles
