E&M Technologies, Inc. is currently seeking a Senior Collection Manager to join our team in Fort Meade, MD in support of the Defense Intelligence Agency (DIA). DIA provides intelligence on foreign militaries and their operating environments so the United States and its allies can prevent and decisively win wars. It serves everyone from the president to the soldier in combat through a combination of expert analysis, intelligence gathering, and cutting-edge science and technology.  

Job Responsibilities: 

  • Help your client understand the Cyber mission environment. 
  • Use your comprehensive understanding of various collection platforms, combine information from disparate sources, coordinate and deconflict competing requirements.  
  • As an authority on intelligence planning in the Cyber environment, your client will look to you for time critical recommendations, often under pressure. 

Requirements


Minimum Qualifications:  

  • Bachelor’s Degree and  8+ years of experience as a collection manager supporting military intelligence or cyberspace operations 
  • Experience in collaborating with collection management across the DoD or IC 
  • Experience with Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and producing feedback of findings 
  • Knowledge of USCYBERCOM, subordinate organizations’ structures, and related collection management authorities 
  • Knowledge of all-source collection management systems, databases, and processes 
  • Knowledge of industry- and IC-standard intelligence collection and requirements tools and databases 
  • Graduate of an in-residence DoD or IC Collection Management Course 
  • Must be a U.S. Citizen 
  • Must have and be capable of maintaining a U.S. Department of Defense (DoD) security clearance at the required level 

Preferred Qualifications:  

  • 12+ years of experience as a collection manager supporting military intelligence or Cyberspace operations 
  • Experience in a leadership role in the DoD or IC 
  • Experience with USCYBERCOM or USSTRATCOM 
  • Knowledge of all-source intelligence collection management systems, databases, and processes 
  • Knowledge of statistics and statistical packages, including MATLAB, SPSS, SAS, S-PLUS, or R 
  • MA or MS degree preferred
