As a Technology Project Specialist, you will coordinate with IT Project and Portfolio Managers to prepare comprehensive action plans, including resources, timeframes and budgets for projects.

Technology Project Specialist

Serves in Enterprise Technology Portfolio Management Department in the Office of Technology located at Washington Dulles International Airport.

Serves as liaison between with IT Project and Portfolio Managers and business stakeholders to prepare comprehensive action plans, including resources, timeframes and budgets for projects. Supports and coordinates project schedule and risk management, along with administrative duties, such as maintaining project documentation, performing market research and handling financial queries. Drives efforts to ensure projects are completed on time, within budget and meet high quality standards. Performs related functions.

GENERAL RESPONSIBILITIES

Coordinates project management activities, including resources, equipment and information.

Organizes projects into tasks and establishes timeframes for completion.

Liaises with business partners to identify and define project requirements, scope and objectives.

Assigns tasks to internal teams and provides schedule management.

Assists in preparing project budgets.

Completes market research relating to technology products and services.

Analyzes project risks and opportunities and makes recommendations to the IT Project/Portfolio Managers for avoiding or eliminating risk and eliminating blockers to project completion.

Monitors project progress and responds to issues that arise.

Acts as the point of contact and communicates project status to stakeholders.

Manages customer expectations and project management role.

 Uses software tools to monitor projects including schedules, plans and expenditures.

Creates and maintains comprehensive project documentation, plans and reports.

Ensures project standards and requirements are met through conducting quality assurance tests.

Serves as Contracting Officer’s Technical representative (COTR) for contracts supporting project related efforts.

Performs other duties as assigned.

QUALIFICATIONS

Three years of progressively responsible Information Technology experience.

Included in the experience must be two years of experience as a project coordinator or similar role.

Knowledge of and skill in project management techniques and procedures, from conception to delivery.

Ability to prepare and interpret flowcharts, schedules and step-by-step action plans.

Knowledge of IT risk management and quality assurance controls.

Skill in using Microsoft Project and other project management software tools.

Ability to make detailed analyses of data and information and make recommendations.

Ability to work on multiple projects concurrently and effectively manage own time.

Ability to speak and write effectively.

                    

PREFERRED QUALIFICATIONS

Project Management Professional (PMP) or Program Management Professional (PgMP) certification issued by the Project Management Institute.

Other applicable IT certification.

A bachelor’s degree in any field.

EDUCATION

A high school diploma or a Certificate of General Education Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
