The schedule for this position is Monday through Friday, 8 am to 4:30 pm. The position does require some on-call coverage for scheduled weekends, holidays, and nights. HSRC has three locations with several buildings (Arcata, Eureka, and Fortuna).  JOB SUMMARY:  The Facility Maintenance Manager is responsible for overseeing all facility maintenance and custodial operations to ensure safe, compliant, and efficient building operations. This role provides direct supervision of maintenance, home repair, and custodial staff; manages life safety and building code compliance; oversees asset and infrastructure management; and serves as a key on-site responder during emergencies. The Facility Maintenance Manager works closely with the Safety & Compliance Manager to support emergency preparedness, life safety, emergency drills, reporting, and operational continuity.   ESSENTIAL DUTIES AND RESPONSIBILITIES:  Maintenance and Custodial Leadership Develop, implement, and enforce maintenance and custodial policies and procedures for all interior and exterior facility areas, ensuring the highest standards of cleanliness, safety, and aesthetic. Oversee daily custodial operations, managing landscaping, conducting regular site inspections to proactively identify, address, and delegate maintenance needs, ensuring all common areas, parking lots, and walkways are free from debris, safe, and welcoming. Directly supervise custodial and maintenance staff, including hiring, training, scheduling, and performance management. Oversee the Home Repair Program, providing leadership and supervision to program staff; ensuring effective implementation of services; and developing, updating, and enforcing program policies and procedures to maintain compliance, quality standards, and operational efficiency. Assign work, manage schedules, and ensure adequate after-hours and emergency coverage. Conduct regular team meetings and provide ongoing training to maintain high standards of safety, efficiency, and service. On-call availability for emergencies, evenings, holidays and weekends. Life Safety & Regulatory Compliance Ensure Fire Code compliance and manage life safety systems and documentation. Maintain compliance with applicable building codes and regulatory requirements. Coordinate, conduct, and document building inspections. Manage building access systems to support safety and security. Maintain and update Safety Data Sheets (SDS) and conduct required SDS training. Oversee onsite medical waste management in compliance with regulations. Emergency Preparedness & Response Schedule and conduct emergency drills and provide findings and recommendations to the Safety & Compliance Manager. Serve in a boots-on-the-ground emergency response role during emergency incidents. Coordinate after-hours and emergency service responses. Support corrective actions based on drill outcomes and incident reviews. Asset & Infrastructure Management Manage facility assets and infrastructure, including Preventive maintenance programs. Equipment tracking and documentation. Capital replacement planning. Warranty tracking and management; and Asset lifecycle analysis and replacement forecasting. Ensure reliability, safety, and longevity of building systems and equipment. Systems & Reporting Manage the Computerized Maintenance Management System (CMMS). Ensure accurate work order processing, asset records, and preventive maintenance schedules. Analyze CMMS data and provide regular reports on maintenance activity, costs, and trends. Ensure timely and high-quality completion of maintenance and repair tasks. Vendor & Contract Management Manage vendors and contractors providing maintenance, custodial, and specialty services. Coordinate service schedules and monitor vendor performance. Ensure vendor compliance with safety, regulatory, and contract requirements. Review and approve purchases for maintenance, custodial supplies, and facility-related projects. Oversee vendor contracts, negotiate service agreements, and ensure quality control in facility-related expenditures. QualificationsEDUCATION &/or EXPERIENCE: High school diploma or GED equivalent is required. Associate’s degree or Trade School Certificate, preferred. Four (4) years of increasing responsibility in experience in facilities maintenance and operations required. Two (2) year supervisor experience required. Working knowledge of HVAC, plumbing, electrical, or general carpentry required. Experience within healthcare and/or commercial food service settings, preferred. OSHA 30-hour General Industry Training Certification or the ability to obtain within six (6) months of hire.   LICENSES OR CERTIFICATES: Valid California Driver’s License, and personal auto liability insurance required. Must have a personal vehicle in good driving/operating condition, insured for State minimum liability requirements, and that can be used for the applicable job functions noted above.   PRE-SCREENING REQUIREMENTS: Pre-employment physical, and PPD skin test (TB screening). COVID-19 and Influenza (flu) vaccinations preferred.  This position requires the successful completion of a background check. A current Motor Vehicle Report (MVR) is required to determine eligibility for driving on behalf of the organization.   JOB SKILLS: In-depth knowledge of custodial practices, building maintenance operations, and facility management best practices, including CalOSHA safety standards and workplace compliance, and fire codes, building codes, and life safety requirement. Ability to act with integrity, professionalism, and represent the agency effectively with internal and external stakeholders. Strong problem-solving skills with the ability to take initiative, delegate, implement detailed action plans, and improve operational processes. Keen attention to detail with a commitment to maintaining high-quality work standards. Experience in planning, coordinating, and overseeing large projects across multiple departments, with the ability to prepare, analyze, and manage complex reports and budgets, including procurement, vendor contracts, and cost controls. Knowledge of methods, materials, and equipment used in the various building maintenance trades such as carpentry, plumbing, painting, electrical, heating and ventilating, air conditioning and sprinkler installations. Knowledge and understanding of the safe use, storage, disposal and transport of cleaning chemicals. Ability to understand the Globally Harmonized Systems of Classification and Labeling of Chemicals (GHS) and interpret Safety Data Sheets (SDS) as appropriate. Demonstrates the ability to adapt to change, manage stress effectively, and support the team in adjusting to evolving priorities and circumstances. Provides mentorship, guidance, and development opportunities to team members, offering constructive feedback to encourage growth. Proficient in using computers and web-based applications, including timekeeping systems, online training platforms, facility management software, and email communication tools. Strong customer service skills with the ability to effectively manage internal and external facility service requests.   SUPERVISORY REQUIREMENTS:  This position supervises the maintenance, home repair, and custodial staff. In coordination with Human Resources and other supervisory staff, oversees hiring, orienting, training, evaluating, disciplining, and terminating of specified departmental staff.   PHYSICAL REQUIREMENTS: Physical abilities sufficient to move between different staff work areas, communicate with co-workers and the public, operate a computer, produce reports, talk on the telephone, travel to other agency worksites, and practice safe lifting techniques. Indoor and outdoor working environment with frequent standing, walking, bending, kneeling, and climbing ladders or stairs. Exposure to varying temperatures, weather conditions, and potential hazards related to facility operations.
