SENIOR SPECIAL PROJECTS PROGRAM MANAGER

Position Overview

Sumaria Systems is seeking a Senior Special Projects Program Manager to provide expert acquisition, program integration, and Agile project management support for MQ-9 and Air Force Special Operations Command (AFSOC) initiatives. This role supports the planning, fielding, accreditation, integration, and sustainment of operations-center capabilities while coordinating across Government organizations, weapon-system contractors, associate contractors, and mission partners.

The ideal candidate combines senior-level DoD acquisition and sustainment experience with knowledge of AFSOC operations centers, SOCOM C4ISR programs, cybersecurity accreditation, and Agile delivery.

Key Responsibilities

  • Lead activities supporting the establishment and sustainment of AFSOC operations centers.
  • Coordinate with MQ-9 Program of Record and SOCOM enterprise-network teams to represent AFSOC requirements and integrate, field, and sustain SOF-unique functionality.
  • Support major program reviews and ensure operations-center issues, risks, decisions, and actions are addressed.
  • Facilitate cybersecurity accreditation documentation and activities through eMASS and the Platform IT accreditation process.
  • Provide acquisition management, program planning, financial management, contract management, budget analysis, and program-integration support.
  • Develop executive briefings, correspondence, reports, databases, schedules, roadmaps, financial plans, staff packages, and other time-sensitive program products.
  • Monitor and document cost, schedule, performance, risks, contract actions, invoices, modifications, and key program metrics.
  • Translate requirements into acquisition products, including SOWs, performance-based work statements, CDRLs, acquisition plans, program plans, and Program Protection Plans.
  • Support configuration control, test and evaluation, force structure, depot maintenance, sustainment, supportability, certification, equipment readiness, and technical-data activities.
  • Coordinate with DCMA, quality assurance personnel, the warfighter, and industry partners on DD250s, acceptance test procedures, and aircraft delivery.
  • Support MQ-9 Contractor Logistics Support, depot transition, business-case analysis, fielding, upgrades, engineering changes, and sustainment requirements.
  • Identify program issues, evaluate alternatives, recommend solutions and process improvements, and develop risk-mitigation strategies.
  • Provide technical and Agile project management guidance as teams define requirements, processes, artifacts, data models, services, specifications, and architectures.
  • Apply Agile best practices; facilitate release planning; refine and prioritize capabilities; decompose features into deliverables; and produce demonstrable interim software deliveries.

Required Qualifications

  • Senior-level experience supporting complex DoD acquisition, aviation, weapon-system, C4ISR, or sustainment programs.
  • Demonstrated ability to independently investigate, analyze, plan, implement, or evaluate solutions and provide expert-level issue resolution.
  • Knowledge of Waterfall and Agile project management methodologies, including Scrum, Kanban, Extreme Programming, or SAFe.
  • Experience gathering customer requirements, modeling use cases, writing user stories, documenting business processes, and supporting iterative development and continuous integration.
  • Working knowledge of acquisition planning, program controls, risk management, configuration management, contracting, financial management, and executive-level reporting.
  • Strong written and verbal communication skills with the ability to coordinate across Government, military, engineering, logistics, cybersecurity, contracting, and industry stakeholders.
  • This position requires a TS/SCI Security Clearance.

Highly Desired Qualifications

  • Experience supporting AFSOC operations centers.
  • Experience with DoD Enterprise Mission Assurance Support Service (eMASS) and Platform IT accreditation.
  • Experience supporting SOCOM C4ISR programs.
  • Knowledge of MQ-9 or comparable remotely piloted aircraft systems, including acquisition, fielding, operations, maintenance, or sustainment.
  • Experience with aircraft supportability, certification, readiness, depot transition, Contractor Logistics Support, or technical-data management.
  • Agile or project management certification such as PMP, PMI-ACP, Certified ScrumMaster, SAFe, or equivalent.
