The Deputy Procurement/Contracts Manager in Paducah, KY supports the Procurement/ContractsĀ Manager in the execution and oversight of the organization's procurement andĀ subcontracting program in compliance with the Federal Acquisition Regulation (FAR),Ā Department of Energy Acquisition Regulation (DEAR), and the approved purchasingĀ
system.Ā
This position is a working supervisor role that awards and administers subcontracts andĀ POs and provides day-to-day leadership to procurement personnel and ensuresĀ subcontracting activities are compliant, auditable, and aligned with DOE missionĀ requirements.Ā
Ā
Key ResponsibilitiesĀ
⢠Support management of procurement lifecycle activities including acquisitionĀ
planning, solicitation, evaluation, negotiation, award, administration, and closeout.Ā
⢠Ensure compliance with FAR, DEAR, DOE directives, and internal procurementĀ
procedures. Ā
⢠Review and approve procurement documentation, including price reasonablenessĀ
determinations, sole source justiļ¬cations, and source selection records.Ā
⢠Assist in acquisition strategy development, including contract type selection andĀ
evaluation methodologies.Ā
⢠Oversee subcontract administration activities, including modiļ¬cations, fundingĀ
actions, and closeout.Ā
⢠Ensure proper ļ¬ ow-down of required FAR/DEAR clauses.Ā
⢠Support audit readiness and compliance with DOE procurement system reviewsĀ
(e.g., PERT/CPSR).Ā
⢠Serve as an interface with DOE Contracting Officer (CO), internal project teams, andĀ
functional organizations (e.g., Finance, Quality, Legal), and will attend and presentĀ
at periodic ETEBA or other small business conferences.Ā
⢠Provide leadership, training, and guidance to procurement staff, support workloadĀ
management and performance oversight.Ā
⢠Act on behalf of the Procurement / Contracts Manager, as delegated.Ā
Required Qualiļ¬cationsĀ
⢠Bachelor's degree in Business, Supply Chain, Contracts, or related ļ¬ eld. EducationĀ
beyond Bachelor's may be used as experience at company discretion.Ā
⢠Minimum 10 years of federal procurement/subcontracting experience. AdditionalĀ
experience may be used to meet education requirements at company discretion.Ā
⢠Demonstrated experience working under FAR/DEAR within a DOE or federalĀ
contractor environment.Ā
⢠Experience supporting an approved purchasing system.Ā
⢠Working knowledge of contract types, source selection, and cost/price analysis.Ā
Preferred Qualiļ¬cationsĀ
⢠Experience supporting DOE programs (e.g., Environmental Management).Ā
⢠Experience with DOE procurement system reviews (Procurement Evaluation & Re-
engineering Team (PERT) or CPSR).Ā
⢠Familiarity with Deltek Costpoint or similar systems.Ā

chemicals/solvents or hazardous and radioactive materials if proper safety procedures areĀ not followed.Ā
Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionallyĀ (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddyĀ system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds ofĀ
