Procon seeks an experienced Senior Construction Representative (SCR) / Quality Assurance Representative (QAR) to support a large and complex navigation U.S. Army Corps of Engineers (USACE) construction project in Grand Rivers, KY.

The selected candidate will serve as the Government’s on-site field quality assurance representative, providing construction oversight, contractor quality control surveillance, field inspections, documentation review, and technical recommendations throughout project execution. The SCR/QAR will be responsible for monitoring construction activities for compliance with contract documents, approved plans and specifications, quality requirements, safety standards, and applicable federal construction requirements.

This position requires a highly experienced construction professional with a strong background in heavy civil, federal, USACE, or similarly complex infrastructure construction. The role is full-time and on-site in Grand Rivers, Kentucky, with work occurring predominantly during the night shift based on project construction activities. This role requires various skills and experience as listed below.

Qualifications and Skills
  • Minimum of 15 years of construction industry experience.
  • High School Diploma or equivalent.
  • Valid Driver’s License.
  • OSHA 30-Hour Construction Certification.
  • Demonstrated experience performing construction inspections and quality assurance oversight.
  • Ability to interpret construction plans, specifications, drawings, and contract documents.
  • Experience reviewing contractor Quality Control (QC) documentation and testing records.
  • Working knowledge of EM 385-1-1 and OSHA Construction Industry Regulations (29 CFR 1926).
  • Heavy civil construction experience, preferably involving locks, dams, navigation structures, marine construction, mass concrete, deep foundations, cofferdams, or geotechnical work.
  • First Aid/CPR certification preferred; CQM-C and First Aid/CPR may be obtained within the first two months of performance.
  • USACE construction program experience strongly preferred.
  • Experience with USACE Resident Management System (RMS) and Three-Phase Control System preferred.
  • Quality Assurance/Quality Control (QA/QC) leadership experience preferred.
  • Construction Quality Management for Contractors (CQM-C) certification preferred.
  • Ability to work predominantly night-shift schedules in an active construction environment.
  • Ability to safely navigate ladders, scaffolding, stairs, reinforcing steel, uneven terrain, and areas with active heavy equipment.
  • Ability to perform field inspections in varying weather and site conditions.
  • Willingness to travel occasionally for off-site fabrication inspections and shop visits
Responsibilities and Duties
  • Conduct daily field inspections of active construction activities.
  • Verify contractor compliance with approved plans, specifications, schedules, and contract requirements.
  • Monitor construction quality, workmanship, materials, installation methods, and testing activities.
  • Review contractor Quality Control (QC) reports, testing documentation, submittals, and as-built records.
  • Identify and document deficiencies and verify completion of corrective actions.
  • Participate in and monitor the USACE Three-Phase Quality Control process.
  • Prepare and maintain Daily Quality Assurance Reports (QARs) using the USACE Resident Management System (RMS).
  • Maintain accurate inspection records, quality documentation, and construction files.
  • Attend quality control meetings, construction conferences, progress reviews, and risk management discussions.
  • Participate in Activity Hazard Analysis (AHA) reviews and critical lift planning.
  • Support progress payment evaluations and contractor performance assessments.
  • Conduct labor compliance interviews and payroll reviews.
  • Track RFIs, deficiencies, corrective actions, and contractor responses.
  • Prepare technical correspondence and recommendations for Government review.
  • Participate in final inspections, punch list development, project closeout, and acceptance activities.
  • Perform duties on-site as required by the project.
