POSITION SUMMARY
Under the direction of the Water Services Director/Assistant Director of Environmental Compliance, the Lead Pre-treatment Inspector is responsible for planning, coordinating, assigning and overseeing all activities associated with the Pretreatment Program to ensure compliance with applicable local, state and federal regulations. This position provides leadership in the administration of the pretreatment program and is responsible for developing, updating and implementing Standard Operating Procedures (SOPs) for all program functions to ensure consistency, efficiency and regulatory compliance. The Pretreatment Lead Inspector oversees and conducts comprehensive inspections of Significant Industrial Users and other regulated facilities to evaluate compliance with industrial wastewater discharge permits, local ordinances and applicable pretreatment regulations. This position interprets and enforces the City of Harlingen Pretreatment Ordinances, Technically Based Local Limits (TBLLs), the U.S. Environmental Protection Agency’s (EPA) Pretreatment Streamlining Rule and other applicable federal and state requirements. The Pretreatment Lead Inspector maintains regular communication with representatives of industrial facilities to discuss inspection findings, explain regulatory requirements, provide technical guidance and recommend corrective actions or pretreatment alternatives necessary to achieve and maintain compliance. This position oversees and assists with the collection, documentation, handling and submission of industrial wastewater samples to certified laboratories in accordance with established sampling protocols and quality assurance requirements. The Pretreatment Lead Inspector also monitors permit compliance, prepares technical reports and correspondence and coordinates the application, issuance, renewal and enforcement of Industrial Wastewater Discharge Permits for Significant Industrial Users and other regulated facilities.
