SAIC is seeking a highly skilled and motivated Release Train Engineer (RTE) and JIRA Administrator to join our Department of the Air Force Integrated Fires Command and Control (DIFC2) Lead Systems Integrator (LSI) Team team in Reston, VA. This dual-role position combines leadership and technical expertise to drive successful Agile Release Trains (ARTs) while ensuring seamless administration of Atlassian Jira tools for project execution. The candidate will play a critical role in enabling scaled Agile delivery, optimizing DevSecOps pipelines, and maintaining secure, mission-critical environments for a federal government program.

This position requires hands-on experience orchestrating Agile practices, managing JIRA, and collaborating across teams to deliver high-quality technical solutions supporting government initiatives.

This position is ONSITE in Reston, VA.

Key Responsibilities

  • Serve as a Scrum Master for the Agile Release Train (ART), facilitating PI (Program Increment) Planning Sessions, resolving impediments, and driving continuous value delivery.
  • Facilitate ART ceremonies including Daily Stand-ups, Scrum of Scrums, System Demos, Inspect & Adapt (I&A), and Retrospectives.
  • Manage the ART roadmap, risks, dependencies, and agile governance. Establish metrics to evaluate ART performance and value stream improvements (e.g., flow efficiency, velocity).
  • Coordinate with external stakeholders to align ART goals with organizational objectives.
  • Administer and optimize Atlassian toolsets (JIRA, Confluence, Bitbucket) to support Agile tracking, workflows, permissions, and reporting.
  • Design and maintain custom JIRA workflows, dashboards, and reporting for use in scaled Agile environments aligned with ART processes.
  • Create, configure, and manage JIRA Agile boards, filters, schemes, and user accounts for ART teams.
  • Develop and implement effective JIRA automation rules to streamline business processes.
  • Leverage JIRA Query Language (JQL) to deliver advanced reporting metrics for Agile planning and execution.
  • Integrate JIRA with third-party tools (e.g., GitHub, Slack, Jenkins) to support CI/CD pipelines and DevSecOps workflows.
  • Troubleshoot and resolve issues, perform upgrades, and ensure compliance with security standards in classified environments.


Skills/Experience

  • Active TS/SCI clearance or SCI eligibility.
  • Atlassian Certified Jira Administrator – Cloud certification.
  • Certified Scrum Master (CSM) or Professional Scrum Master (PSM).
  • Bachelor’s degree in Computer Science, Information Technology, or a related field and 9 years of experience.
  • 5+ years of experience as a Release Train Engineer, Scrum Master, or Agile Program Manager, including driving SAFe or scaled Agile practices.
  • 3+ years of hands-on experience as a JIRA Administrator, including creating workflows, dashboards, and automation scripts.
  • Demonstrated experience leading Agile teams in DevSecOps environments and implementing CI/CD pipelines in cloud or hybrid infrastructures.
