Duties & Responsibilities

The cost analyst is responsible for evaluating the financial implications of programs, projects, and acquisitions, by

analyzing costs throughout their life cycle, including development, production, operation, and disposal, to provide

decision-makers with data-driven insights on afford ability and resource allocation, often conducting cost-benefit

analyses to inform critical decisions regarding new weapons systems, force structures, and operational strategies

within the Army.

This position supports FMS cases by developing cost estimates, performing cost analysis, analyzing alternatives, and

supporting acquisition decisions by providing cost information to decision-makers during the acquisition process to

ensure informed choices are made. The candidate develops and updates complex cost models to accurately forecast

future expenses. They will work with program managers, engineers, logicians, and other personnel to gather data and

understand project requirements.

This candidate must have expertise in cost estimating techniques and methods including parametric analysis,

analogous estimating, and detailed cost breakdowns. They must be proficient in using data analysis tools to collect,

analyze, and interpret financial data. They must have strong communication skills. The candidate will create

Independent Government Estimates (IGE) for various programs. The IGE is used during all phases of a program to

include Life Cycle Cost and Total Operating Cost of a Services Acquisition project, as well as more limited estimates

related to a subset of a current contract or even for a contract option period within an overall period of performance.

It is: An aid in achieving best value and shared contract risk; Based on market research; An analysis of reasonable and

required resources to perform the contract; The projected, anticipated, or probable cost/price of a proposed acquisition;

and • A benchmark for establishing cost/price analysis.


Minimum Experience

  • Bachelor’s Degree with 20 years or master’s degree with 18
