Position Responsibilities

The Senior Contract Support / Team Lead shall:

  • Provide comprehensive acquisition support throughout all phases of the Federal acquisition lifecycle, including pre-award and post-award activities.
  • Support Federal acquisitions of varying types, complexity, and dollar values, including acquisitions greater than the Simplified Acquisition Threshold (SAT).
  • Provide leadership, technical direction, mentoring, and acquisition guidance to Mid-Level Contract Support personnel and other lower-level acquisition professionals.
  • Review acquisition documentation and procurement packages for accuracy, completeness, regulatory compliance, and overall quality.
  • Support development of acquisition plans, acquisition strategies, solicitations, contract awards, modifications, and contract administration documentation.
  • Conduct comprehensive research and analysis of technical, cost, pricing, regulatory, and acquisition information.
  • Read, interpret, and apply Federal acquisition policies, regulations, directives, and agency-specific requirements.
  • Provide acquisition and business advice to Contracting Officers (COs), Contract Specialists (CSs), technical experts, requiring activities, program offices, customers, and other stakeholders.
  • Analyze and assist with the development and review of Independent Government Cost Estimates (IGCEs).
  • Analyze cost and pricing information and assist with the development of price reasonableness recommendations.
  • Assist with cost-benefit analyses and other acquisition-related business analyses.
  • Support development and refinement of source-selection strategies and evaluation criteria.
  • Identify and analyze difficult or complex contracting issues and recommend alternative courses of action.
  • Assist with contract performance monitoring and resolution of issues involving changes, claims, payments, deliverables, and other contract administration matters.
  • Prepare and/or review contract modifications, change orders, supplemental agreements, delivery orders, and associated documentation.
  • Prepare justification and approval documentation when required.
  • Work with technical experts, program personnel, and Contracting Officers to ensure contractual requirements and project milestones are appropriately reflected in acquisition documents and project plans.
  • Coordinate with Government leadership, customers, staff, and other stakeholders to conduct analyses and develop acquisition recommendations.
  • Support strategic acquisition planning involving multiple sites, organizations, and service lines.
  • Collaborate with customers and stakeholders to establish and standardize enterprise equipment, supply, and/or service requirements.
  • Conduct gap analyses and evaluate cost elements associated with the production, management, or delivery of healthcare-related resources, services, and products.
  • Prepare procurement packages for Government review in accordance with customer requirements, VA policies and procedures, and applicable Federal and state laws and regulations.
  • Provide quality assurance and technical oversight of acquisition work products prepared by assigned personnel.

Requirements Candidates must possess:

  • Bachelor's degree in any field and at least twenty-four [24] semester hours in any combination of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
  • A minimum of five (5) recent years of relevant acquisition experience within the last seven (7) years.
  • Demonstrated experience conducting comprehensive and complex acquisition support services.
  • Documented experience supporting both pre-award and post-award Federal acquisition processes and activities.
  • Demonstrated ability to support Federal acquisitions regardless of acquisition type or dollar value.
  • Documented experience supporting contracts greater than the Simplified Acquisition Threshold (SAT).
  • Extensive knowledge of the Federal Acquisition Regulation (FAR).
  • Extensive knowledge of the RFO FAR.
  • Extensive knowledge of the Veterans Affairs Acquisition Regulation (VAAR).
  • Knowledge of other applicable Federal acquisition regulations, policies, and procedures.
  • Related acquisition training and certifications documented on the candidate's resume.
