Travel: Travel is required as necessary to support company operations, customer engagements, program activities, business development efforts, industry events, and other organizational requirements. Travel frequency may vary based on business and customer needs.

Location Requirement: This position requires regular engagement with Blackrock Strategy leadership, employees, customers, and partners. Work location and on-site requirements will be based on company and business needs.

Blackrock Strategy, Inc. (BrS) provides engineering, operational, and technical services supporting the Department of Defense, Intelligence Community, and commercial customers. Our teams support test and evaluation, experimentation, systems integration, operational planning, and technology transition across a broad range of national security programs.


Position Overview

Blackrock Strategy is seeking an experienced Chief Operating Officer (COO) to serve in a part-time executive leadership role, averaging approximately 20 hours per week, providing strategic and operational oversight while supporting the company's continued growth, organizational performance, and long-term development.

The COO translates corporate strategy into effective operational execution across programs, people, processes, and organizational resources. Working closely with the President, Executive Committee, Program Managers, and functional leaders, the COO ensures company priorities are effectively communicated, resourced, executed, and measured.

The COO maintains enterprise-level visibility into organizational and program performance, identifies operational risks and resource requirements, and establishes the processes, operating discipline, and accountability necessary to support successful customer delivery and sustainable company growth.

The ideal candidate is a strategic, hands-on executive leader who can effectively prioritize and execute high-impact operational responsibilities within a part-time schedule while building strong relationships across the organization and with Government customers, industry partners, and other key stakeholders.


Key Responsibilities

  • Partner with the President, Executive Committee, and Board of Directors, as appropriate, to advance Blackrock Strategy's organizational vision, strategic priorities, and operational objectives.
  • Translate corporate strategy into actionable goals, operating plans, performance expectations, and measurable organizational outcomes.
  • Provide executive oversight of company operations and ensure organizational resources remain aligned with customer requirements, contractual commitments, and strategic priorities.
  • Establish effective operating rhythms, performance metrics, reporting mechanisms, and accountability across programs and corporate functions.
  • Monitor organizational and program performance to identify operational risks, resource constraints, performance gaps, and emerging requirements.
  • Develop and implement corrective actions, mitigation strategies, and process improvements when organizational or program performance does not meet expectations.
  • Provide the President with timely reporting, forecasts, recommendations, and decision support related to company operations, performance, staffing, risk, and growth.
  • Maintain executive-level visibility into program execution, including customer satisfaction, staffing, cost, schedule, performance, and contractual risk.
  • Partner with Program Managers and functional leaders to resolve significant programmatic, operational, workforce, or resource challenges.
  • Collaborate with Human Resources and company leadership to support workforce planning, recruiting, onboarding, professional development, performance management, succession planning, and employee retention.
  • Evaluate organizational structure, workforce requirements, and internal processes to ensure the company can effectively support current operations and anticipated growth.
  • Develop and mentor company leaders while establishing clear expectations for leadership accountability, communication, employee development, and organizational performance.
  • Foster a collaborative, accountable, ethical, inclusive, and mission-focused organizational culture.
  • Maintain and strengthen trusted relationships with Government customers, industry partners, subcontractors, and other key stakeholders.
  • Support customer engagements, strategic partnerships, proposals, business development activities, and growth initiatives as required.
  • Coordinate with Finance, Contracts, Human Resources, Security, Information Technology, and other corporate functions to support effective and compliant business operations.
  • Ensure company operations adhere to applicable contractual, regulatory, federal, state, and local requirements.
  • Identifyenterprise-level operational risks and ensureappropriate mitigationstrategies and corrective actions are developed, implemented, and monitored.
  • Support organizational readiness for audits, assessments, customer reviews, and other compliance activities.
  • Perform other executive and operational responsibilities as required to support Blackrock Strategy's mission, customers, employees, and continued growth.


Required Qualifications

  • U.S. Citizenship is required.
  • Bachelor's degree or equivalent combination of education and significant relevant professional experience.
  • Significant progressive leadership experience with responsibility for organizational operations, program execution, business operations, or enterprise-level management.
  • Demonstrated experience translating strategic objectives into executable operational plans and measurable outcomes.
  • Experience leading multidisciplinary teams and coordinating across multiple organizational functions.
  • Demonstrated ability to manage competing organizational priorities within a dynamic, growth-oriented environment.
  • Strong understanding of organizational performance, workforce planning, resource management, operational risk, and process improvement.
  • Experience developing and monitoring organizational performance metrics, forecasts, and management reporting.
  • Demonstrated ability to identify organizational or operational challenges and implement effective corrective actions.
  • Strong executive leadership, communication, decision-making, problem-solving, and organizational skills.
  • Demonstrated ability to build trusted relationships with senior customers, executives, employees, partners, and other stakeholders.
  • Ability to communicate complex operational and business information clearly to audiences with varying levels of technical and organizational expertise.
  • Ability to exercise sound judgment and discretion when handling sensitive, proprietary, personnel, contractual, or other protected information.


Preferred Qualifications

  • Master's degree in Business Administration, Management, Engineering, National Security, or a related discipline.
  • Executive or senior operational leadership experience within a Department of Defense, Intelligence Community, federal contracting, aerospace, defense, engineering, or national security organization.
  • Experience leading operations within a growing small or mid-sized Government contractor.
  • Demonstrated understanding of federal acquisition and Government contracting environments.
  • Experience overseeing multiple Government programs, task orders, or contract vehicles.
  • Experience managing organizational growth, workforce expansion, business transformation, or significant organizational change.
  • Familiarity with Government contracting requirements related to program management, contracts, finance, security, cybersecurity, human resources, and regulatory compliance.
  • Experience supporting business development, proposals, capture activities, strategic partnerships, or contract growth.
  • Experience working directly with senior Government, military, and industry stakeholders.
  • Active or previously held U.S. Government security clearance.
  • Experience handling corporate proprietary, sensitive, or controlled information in accordance with applicable company, customer, and Government requirements.


Work Environment

  • Part-time position averaging approximately 20 hours per week.
  • Work schedules may vary based on business priorities, customer requirements, leadership engagements, and operational needs.
  • Regular interaction with company executives, employees, Government customers, military personnel, industry partners, subcontractors, and other stakeholders.
  • Combination of executive leadership, corporate operations, customer engagement, program oversight, and strategic planning activities.
  • Work may occur at Blackrock Strategy offices, customer locations, Government installations, partner facilities, or other locations based on business and mission requirements.
  • Work may involve access to controlled or sensitive environments, information, or systems consistent with applicable customer and access requirements.
  • Additional or adjusted hours may occasionally be necessary to support critical customer, program, proposal, or organizational activities.
  • Travel requirements may fluctuate based on customer needs, operational tempo, and company priorities.
