About the Role

Reporting to the Engineer of Construction (EOC), with support to the Chief and Deputy Chief of Construction, the Senior Resident Engineer will be responsible for the day-to-day management of contractor activities at PATH.  The Senior Resident Engineer will act as the construction manager for Stage IV construction contracts and will manage the day-to-day construction activities at the facility which include coordination with facility operations, monitoring construction inspections, and performing contract administration for all construction projects under his/her supervision. 

The position will be located at Journal Square Transportation Center, Jersey City, NJ but can be relocated to any other PA Facility within the Port District depending on CMD workload demands. As a Senior Resident Engineer, you will be responsible for the following:           

Responsibilities:

  • Supervising a staff of Engineers, Inspectors and Administrators to ensure that high quality construction is achieved on contracts. Ensuring that appropriate staffing is in place and managing REO staff costs to adhere to program budgets.
  • Ensuring that thorough field inspector daily narratives, special inspections, and reports are performed timely and in accordance with best engineering and PA practices. 
  • Monitoring contractor adherence to plans, contract specifications and approved shop drawings; assuring construction methods are properly coordinated with Facility Operations and ensuring that construction is performed safely. 
  • As the Stage IV Construction Manager, responsible for overall construction schedule, milestones and closeout on your assigned contracts and developing mitigation plans as needed.
  • Responsible for contract budget expenditure including approval of payments to contractors, the need for extra work and the negotiation of change orders, managing Net Cost, and the settlement of potential contractor claims. 
  • Reporting regularly on construction project status to the Engineer of Construction and Construction Chiefs; and other executive staff members as requested.
  • Ensuring that WINTRAK is utilized and updated in accordance with CMD protocols
  • Monitoring Construction Submittals, SAR approvals and RFI’s and other Contract correspondence to ensure progress of work.   Coordinating with other Engineering Divisions and PA groups to advance the contract.    
  • Following and enforcing the Construction Management Division’s administrative procedures and policies. 
  • Mentoring and training staff to successfully achieve the Engineering Department’s business objectives.

Minimum Qualifications

  • Must possess a Bachelor Degree in Engineering or Architecture from an accredited college or university.
  • Must have at least ten (10) years of Construction Management experience at the time of appointment to the position, including three (3) years’ experience as a Resident Engineer or equivalent experience.
  • Demonstrated satisfactory experience managing a staff of Engineers and Construction professionals.
  • Experience Monitoring actual budget expenditures and schedules against forecasts and mitigating when required.
  • Demonstrated experience as key point of contact to Line Departments on significant projects
  • Demonstrated knowledge of processes and procedures in various types of construction delivery methods.
  • Must have a valid driver’s license.
  • Must be able to be fingerprinted and pass a criminal background check in order to obtain an SWAC card and/or TWIC Security ID.
  • Possess a Certified Construction Manager (CCM) certificate.

Desired Qualifications

  • Demonstrated experience working at PATH or within a railroad working environment. 
  • Excellent oral and written communication and presentation skills utilizing Microsoft software.
  • Demonstrated knowledge and implementation of Construction Management Division (CMD) strategies, processes and procedures in a variety of construction types.
  • Strong problem-solving and decision-making skills and demonstrated experience resolving contractor disputes.
  • Possess a Professional Engineer or Registered Architect license in NY or NJ.

The expected compensation range for this role is: Minimum: $135,018   Midpoint: $175,530   Maximum: $216,034

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
