The City of Johnson City, Tennessee is seeking a highly motivated professional for the position of City Engineer with Public Works Department. The employee performs difficult professional and administrative engineering work in directing the municipal Engineering Department; does related work as required. The work in this class involves responsibility for furnishing professional engineering services in connection with planning and executing public works, street, bridge and related planning, construction and maintenance programs. The work involves responsibility for furnishing professional engineering services in connection with the efficient and economical development and construction of a wide variety of municipal public works projects. Supervision is exercised over professional and sub‑professional engineering personnel engaged in engineering design and extensive public works development. Professional engineering advice and assistance is given to other municipal department heads as required. Policies are prescribed by and work is directed by the Public Works Director who holds the City Engineer responsible for the effectiveness of the engineering program. Work is reviewed through conferences, observation and review of the effectiveness of the engineering program.

Essential Functions of Position:

  • directs professional, sub-professional and other employees in the department in the investigation, development, design and construction of a variety of engineering projects;
  • controls field work and projects through review of reports prepared and conferences;
  • investigates and prepares course of action on problems;
  • performs engineering services as required for all other departments of the City;
  • administers and manages contracts with outside consulting engineering and architecture firms doing work for the City;
  • advises the Public Works Director regarding engineering matters confronting the City;
  • meets with and advises on problems confronting all other divisions or departments regarding engineering matters;
  • prepares contracts as required for public works projects;
  • prepares budgets for the Engineering Department and assists other departments in the estimates of their budgets;
  • reviews subdivision plans and related projects in cooperation with the Planning Director;
  • performs related tasks as required.

Required Knowledge, Skills and Abilities: Comprehensive and broad knowledge of the principles and practices of civil engineering; comprehensive and broad knowledge of construction and maintenance methods, materials and equipment as employed in municipal public works; comprehensive knowledge of the laws and regulations related to departmental activities; comprehensive knowledge of available resources and research techniques applicable to civil engineering; thorough knowledge of public works administration, capital improvement programming and related budgeting; ability to organize and direct extensive engineering programs; ability to provide effective leadership and to establish and maintain effective working relationships with subordinates, officials and the public; ability to express facts and ideas clearly and concisely, orally and in writing, demonstrating good professional engineering judgment. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard for data entry. Frequent bending, twisting, walking, stooping, and turning. Lifting light to heavy objects.

Acceptable Experience and Training: Graduation from a college or university of recognized standing with major course work in civil engineering and extensive experience in the practice of municipal civil engineering, including responsibility for planning and directing major aspects of a public works engineering program; or any equivalent combination of experience and training that provides the required knowledge skills and abilities. Registered as a Professional Engineer with the Tennessee State Board of Registration for Professional Engineers or the ability to acquire Tennessee registration within 6 months by reciprocity with an existing PE Registration from another state. Pre-employment physical, and background check required.
