GENERAL FUNCTIONS

Performs a variety of construction and project management, processing of invoices, financial tracking, assist in drafting legislation, construction oversite, various writing assignments and field duties such as utility locates and construction inspection within the Public Works Department under the direction of the Public Works Director.

JOB FUNCTIONS AND MAJOR ACTIVITIES

  1. Serves as Project Manager or Assistant Project Manager for a wide array of projects for the Department and provide limited construction management, construction administration and construction oversite.
  2. Assist with processing project related invoices and project related financial tracking.
  3. Occasionally perform research and writing assignments regarding City codes relating to road, water, sewer, storm water, and other development standards.
  4. Assist with drafting legislation related to proposed projects.
  5. Assist in conducting research, technical writing and cost estimating to help develop the Department's capital improvement plans, including, but not limited to: Water CIP, Sewer CIP, Trails Plan, Road Maintenance Plan, ADA Transition Plan(s), etc.,
  6. Assist with administration of the City's capital projects, including preparing bid documents, processing applications for payment, etc.
  7. Occasionally conduct utility locates.
  8. Provide back-up support for the Permit Technician with construction inspections.
  9. Assist with preparation of procurement documents, including, but not limited to Invitations to Bid, Requests for Proposal, etc.
  10. Serves as ADA Coordinator for the Department
  11. Supports Departments emergency response efforts
  12. Other duties as assigned by the Public Works Director/City Engineer.

SKILLS, KNOWLEDGE AND ABILITIES

  1. Education: Some college courses required; Bachelor's degree preferred- with an emphasis in a STEM-related field.
  2. Experience in project management, or 5 years' experience and working knowledge in construction management, and/or management level experience in the construction trades
  3. General understanding of how municipal government works
  4. Experience with technical research and writing
  5. Excellent communications skills, verbal and in writing
  6. Familiarity with computer software systems
  7. Experience with Excel spreadsheets and the other functions in Microsoft Office
  8. Ability to utilize or learn how to utilize survey equipment
  9. Valid Driver License required

DECISION MAKING RESPONSIBILITIES

Requires independent judgment. Duties are a moderate source of potential liability to the City. Develops policies and procedures for CMMS and ADA Compliance at the Departmental level. Decisions are reviewed by the department director. Minor budget expenditure authority at the unit level.

SUPERVISORY AUTHORITY

None.

EXTERNAL VISIBILITY/CONTACT

Moderate frequency of contact with the general public, key service personnel, key City personnel and government officials. Moderate frequency of presentations and/or attendance at public meetings.

WORKING CONDITIONS

Works both in and outdoors. Moderate exposure to hazardous working situations when conducting construction oversight, utility locate support, ADA compliance inspections, and other associated field duties. May include working in and around active wastewater treatment and collection systems as well as water treatment and distribution systems. Moderate exposure to adverse weather conditions associated with field work.
