Summary of Position:

Under the direction of the TUA Director, the Utility and Waterworks Manager is responsible for organizing, supervising, and implementing projects related to TUA divisional operations in compliance with applicable Federal and Tribal regulations governing water distribution and transmission, wastewater, and solid waste systems.

The Utility and Waterworks Manager oversees the daily activities, projects, schedules, and performance of Utility Operators, ensuring personnel, equipment, and resources are effectively managed to support safe, efficient, and reliable utility operations. The incumbent represents TUA on various committees, associations, and special projects and provides recommendations to TUA leadership regarding the development and implementation of policies and procedures that support the Pueblo's short- and long-term utility goals.

The position requires considerable independence and sound judgment. Work performance is evaluated through reports, operational results, project outcomes, and the overall effectiveness of utility services.

Minimum Qualifications:

• Associate degree or technical training in water quality management, water/wastewater treatment technology, utility management, or a related field. Minimum of four (4) years of experience in water, wastewater, utility operations, or a related field. Or an equivalent combination of education, training, and experience.
• Water and/or Wastewater Operator Certification Level III issued or recognized by the state regulatory authority. Incumbent must maintain all required certifications and licenses applicable to their assigned responsibilities.
• Working knowledge of Geographical Information System (GIS) and experience with maps, and field surveying using traditional and GPS technology.
• Proficiency in Microsoft Office Suite, including Excel, Word, and Outlook.
• Demonstrated ability to supervise, direct, evaluate, train, and develop employees.
• Demonstrate the ability to analyze operational data, identify programs, develop solutions, make recommendations, and effectively communicate to TUA leadership, TPA, and Tribal Council.
• A minimum of 3-5 years' experience managing people.
• Must be able to lift a minimum of fifty (50) pounds on a regular basis and sustain prolonged walking and standing.
• Ability to work extended working hours, including weekends, evenings, holidays, or "on call" may be required.
• Must satisfactorily pass a background check and pre-employment drug screening.
• Must possess and maintain a valid New Mexico driver's license and meet Santo Domingo Pueblo liability insurance plan.
