Summary:
Play an integral role in protecting people, safeguarding the environment, and driving the successful delivery of complex EPC projects through world-class Health, Safety, and Environmental leadership. As an HSE Manager II, you will provide strategic direction and operational leadership for all HSE activities across large-scale engineering, procurement, and construction projects, ensuring that safety and environmental stewardship remain central to every phase of execution.
This is a highly visible leadership role where your ability to influence project teams, construction leadership, contractors, and customer stakeholders directly impacts project performance, workforce wellbeing, regulatory compliance, and business success. You will champion a proactive safety culture while ensuring the effective implementation of HSE programs that support safe, predictable, and sustainable project delivery.
Purpose:
The HSE Manager II is responsible for providing Project Managers, Construction Managers, and project teams with strategic leadership, technical expertise, and operational support related to Health, Safety, and Environmental performance. You will lead the development, implementation, and continuous improvement of project HSE programs that eliminate hazards, reduce risk, prevent injuries, protect the environment, and support operational excellence.
Typically assigned to large, complex EPC projects, this role serves as the primary HSE leader for project execution activities and reports operationally to Project and Construction Management regarding all HSE program and field execution matters. Working closely with engineering, procurement, construction, commissioning, contractors, customers, and operational stakeholders, you will drive a culture of accountability, engagement, and continuous improvement while ensuring compliance with company standards, regulatory requirements, and customer expectations.
Responsibilities:
- Providing strategic leadership and direction for all projects: Health, Safety, and Environmental activities.
- Developing, implementing, and maintaining project-specific HSE management plans, programs, procedures, and performance objectives.
- Serving as the primary HSE advisor to Project Managers, Construction Managers, and project leadership teams.
- Leading HSE execution across major EPC construction projects, ensuring alignment with organizational objectives and customer requirements.
- Driving a proactive safety culture emphasizes hazard recognition, risk mitigation, workforce engagement, and personal accountability.
- Supporting project teams in identifying and eliminating hazards that could result in injury, illness, environmental incidents, property damage, or operational disruptions.
- Ensuring compliance with all applicable HSE regulations, industry standards, customer requirements, and company policies.
- Leading HSE planning activities during project development, engineering, procurement, construction, commissioning, and startup phases.
- Managing HSE personnel, supervisors, advisors, and support staff while providing leadership, mentoring, coaching, and professional development.
- Conducting HSE performance reviews and developing improvement plans that drive measurable results.
- Overseeing incident investigations, root cause analyses, and corrective action programs.
- Monitoring project HSE performance metrics, leading indicators, and risk trends while ensuring effective reporting and communication.
- Supporting contractor qualification, onboarding, performance management, and compliance programs.
- Conducting field audits, inspections, leadership engagements, safety observations, and assurance activities.
- Collaborating closely with construction teams to ensure safe execution of project activities, including high-risk construction operations.
- Influencing project execution decisions to achieve both operational and HSE excellence.
- Supporting emergency preparedness planning, drills, crisis management activities, and business continuity efforts.
- Leading organizational change initiatives that improve HSE processes, systems, tools, and performance outcomes.
- Facilitating effective communication between project teams, customers, regulatory agencies, contractor organizations, and leadership teams.
- Promoting sustainability initiatives and environmental stewardship programs that support Worley's commitment to responsible project delivery.
What you will bring
Technical/Industry Experience and Qualifications Requirements:Â
You bring a strong combination of HSE leadership, EPC project experience, construction expertise, and the ability to influence organizations operating within complex and demanding project environments.
- Typically, 12+ years of progressive HSE leadership experience supporting major EPC, EPCM, industrial, energy, chemicals, resources, infrastructure, or construction projects.
- Significant experience supporting large-scale construction projects within an EPC contractor environment is required.
- Demonstrated experience leading HSE programs on major engineering, procurement, and construction projects.
- Strong understanding of construction safety practices, contractor management, field execution activities, and project delivery processes.
- Proven success managing HSE organizations consisting of supervisors, advisors, specialists, contractors, and project support personnel.
- Experience influencing Project Managers, Construction Managers, and senior leadership teams regarding HSE strategy, performance, and risk management.
- Extensive knowledge of HSE management systems, regulatory compliance, auditing, risk assessment, incident investigation, and continuous improvement methodologies.
- Demonstrated ability to develop tactical plans, implement organizational objectives, and drive measurable HSE performance improvements.
- Strong understanding of construction hazards, high-risk work activities, permit systems, contractor management, and operational risk controls.
- Experience leading HSE initiatives throughout engineering, procurement, construction, commissioning, startup, and project closeout activities.
- Excellent communication, presentation, stakeholder engagement, and leadership skills.
- Proven ability to influence behavior, build trust, and foster a cooperative team environment across diverse organizations.
- Experience presenting complex HSE reports, proposals, performance metrics, and recommendations to senior management and customer leadership teams.
- Advanced understanding of HSE systems, reporting tools, assurance programs, digital technologies, and performance management processes.

Additional Information:
- This role is located in Long Beach, CA.
- Salary Range $148,828-$218,864 commensurate with experience and level of position.

Education – Qualifications, Accreditation, Training:
Required:
- Bachelor’s degree in occupational health and safety, Environmental Science, Engineering, Construction Management, Industrial Hygiene, or a related discipline.
Preferred:
- An equivalent combination of education and relevant experience.
