MITRE's Center for Government Effectiveness and Modernization, Veterans, Military Health, and Benefits Division partners with the Department of Veterans Affairs (VA) and the Defense Health Agency (DHA) to address some of the nation's most complex enterprise challenges. Our teams engage directly with senior government sponsors and stakeholders to understand mission priorities, translate complex technical challenges into strategic outcomes, and help shape solutions that advance sponsor objectives. Our work spans Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office, and Military Health, where we support sponsors in modernizing enterprise operations, improving mission delivery, and implementing innovative technical and data-driven solutions.

Our multidisciplinary teams combine expertise in data analytics, data science, systems engineering, software engineering, enterprise architecture, artificial intelligence, modeling and simulation, acquisition, and digital modernization to develop objective, practical solutions that improve mission outcomes. We partner directly with government sponsors to analyze complex technical challenges, design and develop innovative solutions, and deliver measurable impact.

We seek applicants with strong technical expertise who can independently solve complex technical and enterprise problems, contribute to multidisciplinary teams, communicate effectively with government sponsors and stakeholders, and translate analysis into practical, mission-focused solutions.

Roles & Responsibilities:

  • Support the design, analysis, integration, and implementation of data-driven and technical solutions for Department of Veterans Affairs (VA) and Defense Health Agency (DHA) initiatives, translating mission needs into practical approaches and high-quality deliverables.
  • Understand government sponsor and stakeholder priorities, analyze technical and operational challenges, communicate complex information clearly, and develop actionable recommendations that support sponsor decision-making.
  • Independently execute a broad range of technical assignments and may lead project tasks, workstreams, simple projects, or small teams spanning data analytics, data science, business intelligence, artificial intelligence, systems engineering, automation, and digital modernization.
  • Apply data analytics, visualization, and business intelligence methods to integrate and interpret complex data, identify trends and root causes, develop dashboards and decision-support products, and improve operational and mission outcomes.
  • Evaluate and apply technical approaches and tools – including Python, SQL, R, Power BI, artificial intelligence (AI), machine learning, large language models (LLMs), natural language processing, automation, and related emerging technologies – to improve analysis, repeatability, and delivery quality.
  • Collaborate across technical and mission teams to build consensus, document requirements and processes, apply systems and process-improvement methods, and develop reusable analyses, models, procedures, and implementation artifacts.

Basic Qualifications:

  • Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD; or equivalent combination of related education and work experience.
  • Bachelor’s degree in Data Analytics, Data Science, Systems Engineering, Computer Science, Software Engineering, Operations Research, Applied Mathematics, Information Systems, Artificial Intelligence, Industrial Engineering, or a related discipline.
  • Experience supporting federal government or similarly complex mission organizations on technical, data, operational, or enterprise initiatives.
  • Demonstrated ability to work independently on a broad range of assignments, solve complex problems using multiple sources of information, and develop or improve analytical methods, procedures, or technical approaches.
  • Experience applying data analytics, data visualization, and/or business intelligence techniques to interpret complex data, identify trends, and communicate actionable insights; experience with tools such as Microsoft Power BI, Excel, or comparable platforms.
  • Hands-on experience with one or more technical languages or methods such as Python, SQL, R, AI, machine learning, LLMs, natural language processing, modeling and simulation, or data automation.
  • Experience contributing to multidisciplinary technical teams and leading project tasks, workstreams, simple projects, or small teams, including planning work, coordinating inputs, and delivering high-quality products on schedule.
  • Ability to communicate complex technical information clearly to technical and non-technical audiences, collaborate with internal and external stakeholders, and build consensus among peers.
  • Must be eligible to obtain and maintain VA and/or DHA suitability. Per the U.S. Government’s eligibility requirements, you must be a U.S Citizen to be considered for VA and/or DHA suitability​.
  • This position requires a minimum of 3 days a week on-site.

Preferred Qualifications:

  • Current or recent knowledge of VA and/or DHA mission priorities, enterprise systems, modernization initiatives, organizational structures, or technology priorities.
  • Experience in one or more of the following areas: business process analysis and improvement, requirements analysis, root cause analysis, operations analysis, industrial or systems engineering, or related methods for improving complex operational environments.
  • Experience applying AI, advanced analytics, automation, cloud technologies, or digital engineering approaches in secure or regulated environments, including awareness of responsible AI, governance, and risk-management considerations.
  • Experience developing dashboards, data products, technical documentation, implementation plans, requirements, process maps, models, or executive-ready visualizations that support operational or strategic decisions.
  • Experience collaborating across government, industry, academia, or with federally funded research and development centers (FFRDCs), including sharing technical practices and reusable approaches with colleagues.
  • Recent VA and/or DHA suitability.
