Leidos is seeking a Cable Plant Technical Manager who will serve as the manager and technical lead over the Cable Plant operations team on the AEGIS contract at Kennedy Space Center. The Technical Manager will be considered the subject matter expert with in-depth knowledge of industry practices, emerging trends, and the unique cable plant infrastructure at Kennedy Space Center. The Technical Manager will leverage extensive experience in fiber and copper systems—including inside plant (ISP) and outside plant (OSP), SM, MM, SC, LC, and related architectures—to assess, manage, and improve KSC’s cable plant baseline and its associated technical components.


This role requires broad knowledge across multiple service areas; strong proficiency in continuous improvement methodologies; expertise in change management; exceptional leadership skills; and solid capabilities in performance measurement and tracking. Experience managing a union workforce is essential. The Technical Manager must also possess strong knowledge of cable plant heavy equipment such as trenchers, backhoes, fiber blowers, and compressors, and be adept at planning and overseeing field operations. Experience managing project work—including planning, resourcing, coordinating with stakeholders, overseeing field execution, and ensuring project delivery—is required. Must be willing to work off-shift hours as needed to fulfill supervisory responsibilities. This position carries formal supervisory duties.

Primary Responsibilities

  • Assisting senior management in determining staffing requirements.

  • Interviewing, selecting, and training staff.

  • Managing reporting staff according to overall company policy or applicable Collective Bargaining Agreement.

  • Establishing group goals and objectives.

  • Developing staff to maximize potential.

  • Planning, assigning, and delegating work duties to employees including both foundational and project work.

  • Allocating use of available resources.

  • Handling employee complaints, grievances, and employee discipline when necessary.

  • Evaluating current business processes and systems.

  • Planning and implementing procedures and systems to maximize operating efficiency.

  • Formulating department/unit policies and practices.

  • Monitoring work orders and ensuring systems are up-to-date and accurate.

  • Utilizing ISite and/or comparable budget/financial applications to track work package workflows for materials and budgets.

  • Responsible for the achievement of contract/department/division productivity and quality goals.

  • Identifying issues and collaborating with other functional groups to come up with creative plans to deliver on projects.

Basic Qualifications

  • Bachelor's degree and 10 years of relevant experience.

  • Ability to delegate and track multiple projects at the same time.

  • Ability to develop, motivate, and effectively manage the workforce.

  • Strong work ethic and willingness to work as a team.

  • Experience managing union-represented employees.

  • Knowledge of cable plant heavy equipment operations (trenchers, backhoes, blowers, compressors, etc.).

  • Experience managing project work in a cable plant or communications infrastructure environment.

Desired Qualifications

  • Field experience with fiber and copper cable plant systems in an Operations and Maintenance environment.

  • Experience with inside/outside plant construction, testing, troubleshooting, and documentation.

  • Experience with NASA or NASA prime contract communications infrastructure.

  • Familiarity with cable plant topologies or similar large-scale campus communications systems.

Clearance requirements

  • U.S. Citizenship is required.

  • Must have the ability to obtain and maintain a security clearance ranging from a Public Trust, at minimum, up to a Top Secret clearance, as required.
