The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations supporting low-income New Yorkers for more than 180 years. CSS operates programs that help individuals access essential benefits, navigate complex systems, and improve their financial well-being.

The Education Debt Consumer Assistance Program (EDCAP) provides counseling and support services to individuals navigating the student loan system. EDCAP helps borrowers understand their repayment options, avoid delinquency and default, and successfully manage their student loan obligations. As the program expands its contact center operations, EDCAP seeks to provide accessible, high-quality borrower support through phone, chat, and other communication channels.

EDCAP seeks a Junior Contract Manager to support the implementation of new initiatives focused on higher education and employer engagement. This role provides technical, administrative, and programmatic support to ensure effective coordination, stakeholder engagement, and tracking of program outcomes.


Job Responsibilities:

  • Support the execution of higher education and employer engagement initiatives
  • Assist with tracking project timelines, deliverables, and key milestones
  • Support development and management of agreements (e.g., MOUs, partnership agreements) with colleges, employers, and other stakeholders
  • Track partnership agreements and coordinate partner communications, ensuring timely follow-up and proper documentation 
  • Maintain and update program data systems, ensuring accuracy and consistency across initiatives 
  • Support data compilation and reporting on program outputs and outcomes for internal and external audiences 
  • Coordinate logistics for meetings, convenings, and program activities, including scheduling, materials, and documentation 
  • Maintain organized files, records, and shared systems to support efficient program operations 
  • Assist in developing materials, summaries, and communications, and provide general administrative and programmatic support
  • Provide direct borrower support, including assisting clients with navigating repayment options, completing required processes, and resolving loan challenges such as exiting default, under guidance from senior staff
  • Contribute to documenting borrower outcomes and integrating client insights into program learning and improvement


Job Qualifications:

  • Bachelor’s degree or equivalent experience
  • Experience in higher education, workforce development, nonprofit, or borrower-facing roles
  • Two to four years of relevant experience in program coordination, administration, direct service, or similar roles
  • Strong organizational skills and attention to detail
  • Experience managing data and working with spreadsheets or tracking systems
  • Experience supporting partnerships or multi-stakeholder initiatives
  • Strong written and verbal communication skills
  • Experience with data tracking, reporting, or grant-funded program
  • Ability to engage empathetically with clients and support sensitive financial or education-related issues


Salary and Benefits: This position is union represented by local 1199 SEIU with an annual salary of $75,196.00 including comprehensive medical, dental, and vision coverage provided by 1199. Community Service Society provides an employee benefit package including 403b retirement savings plan, defined benefit retirement plan, commuter benefit plan, EAP, and more in addition to a robust paid time off policy. 


Physical Requirements: Office work that requires sitting, use of a computer, answering phone calls, participating in virtual meetings, and other standard office functions.


CSS currently offers a hybrid work environment requiring onsite work at CSS’ office at least two days per week and three days per week remote work. CSS will provide all equipment necessary to perform the job from home, but the employee must have their own wired internet connection.
