Bid & Proposal Specialist

Ironclad Defense Works, Inc. is seeking a detail-oriented and motivated Bid & Proposal Specialist to support our government-contracting and defense-sector operations. This full-time position will work on-site at our Norfolk, Virginia office.

The successful candidate will help identify and respond to government procurement opportunities while supporting the recruitment of qualified professionals for defense, federal, and classified billets. This role is well suited to someone who combines strong writing and organizational skills with the ability to manage deadlines, evaluate personnel qualifications, and coordinate multiple proposal and recruiting activities.

Key Responsibilities

  • Monitor government procurement portals and identify relevant solicitations, RFQs, RFPs, and other contracting opportunities.
  • Review solicitation documents, statements of work, performance work statements, and labor-category requirements.
  • Assist in preparing compliant, persuasive, and professionally written technical and management proposals.
  • Maintain proposal schedules, compliance matrices, document libraries, and submission checklists.
  • Coordinate proposal inputs from company leadership, subject-matter experts, teaming partners, and prospective personnel.
  • Recruit and screen qualified candidates for government-contract and classified billets.
  • Compare résumés and candidate experience against solicitation requirements and qualification matrices.
  • Conduct initial candidate outreach and interviews and coordinate follow-up communications.
  • Assist with résumé formatting, candidate summaries, letters of commitment, and other proposal personnel documentation.
  • Maintain accurate records of opportunities, candidates, deadlines, and submission requirements.
  • Protect confidential, proprietary, personnel, and procurement-related information.
  • Support other business-development and contract-administration activities as needed.

Qualifications

  • Strong professional writing, editing, research, and proofreading skills.
  • Excellent attention to detail and the ability to interpret complex requirements.
  • Ability to manage several deadlines and priorities simultaneously.
  • Strong communication and interpersonal skills.
  • Proficiency with Microsoft Word, Excel, Outlook, and related business applications.
  • Ability to work independently while coordinating effectively with a small team.
  • Sound judgment when handling confidential candidate and company information.
  • Ability to work full-time on-site in Norfolk, Virginia.

Preferred Qualifications

  • Prior experience with government contracting, proposal development, recruiting, staffing, or business development.
  • Familiarity with SAM.gov, GSA eBuy, PIEE, GovWin, NATO procurement, or similar opportunity portals.
  • Experience reviewing federal solicitations and developing compliance matrices.
  • Experience recruiting personnel for defense, intelligence, cybersecurity, technology, or other specialized government-contract positions.
  • Familiarity with security-clearance terminology and classified billet requirements.
  • Bachelor’s degree or equivalent relevant professional experience.
