Reporting to the Program Manager the Maintenance and Material Management (3-M) Specialist will provide subject matter expertise on AIMD equipment and processes to the CVN ROC, supporting CNAL Code N47 with technical analysis and readiness recommendations for aircraft carrier intermediate maintenance operations.

 

This is a contingent position expected to be located in Norfolk, VA. The pay range for the position will be provided at the time the position is no longer contingent.

What You'll Do

  • Collect, review, integrate, and analyze historical and current maintenance data (OMMS-NG, MFOM, CSMPs, INSURV reports) to develop statistical, graphical, and text-based analyses of maintenance program effectiveness and equipment reliability trends.
  • Analyze CVN 3-M program data to identify fleet-wide deficiencies, systemic process issues, and training gaps, and provide data-driven corrective-action recommendations to ROC leadership.
  • Analyze the impact of deferred and incomplete maintenance on carrier readiness and recommend prioritization of critical maintenance actions.
  • Liaise with other ROC SMEs to integrate 3-M data with logistics, manning, and training analyses for a holistic view of CVN readiness drivers.
  • Support development of ROC metrics related to maintenance effectiveness and 3-M program health.
  • Develop draft recommendations for new or updated Carrier Readiness guidance related to the 3-M program, for Government review and final issuance.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • HS Diploma required.
  • Ten (10) years' experience with the U.S. Navy's 3-M System, occurring within the last (5) years, including CVN maintenance policies, procedures, and reporting requirements per the Joint Fleet Maintenance Manual (JFMM).
  • Eight (8) years' experience with Navy maintenance databases (NDE, OMMS-NG, MFOM).
  • Ten (10) years' experience analyzing and validating maintenance data, identifying systemic performance trends, and assessing 
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Travel Required ~10% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Prior experience as a CVN 3-M Coordinator (3MC), Departmental 3-M Assistant, or in a TYCOM-level 3-M oversight/assessment role.
  • Comprehensive knowledge of the 3-M assessment and certification process, with experience conducting formal 3-M program assessments aboard aircraft carriers.
  • Strong cross-functional collaboration skills to integrate maintenance data with logistics, manning, and training analyses.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
