Director, Technical Program Management

Commerce Media & Offers Platform Transformation
Overview
Mastercard is seeking a Director of Technical Program Management to lead strategic technology programs across our Commerce Media and Offers organizations. This leader will play a critical role in driving the modernization of legacy Offers and marketing technology platforms into Mastercard's next-generation Commerce Media ecosystem.
This role will partner closely with Engineering, Product, Architecture, Data, Security, and Business stakeholders to define and execute the technology transformation strategy required to evolve existing capabilities into a unified, scalable Commerce Media platform. This includes leading complex, cross-functional initiatives spanning advertiser and publisher onboarding, campaign management, ad serving, offer management, decisioning, data intelligence, and reporting capabilities.
The ideal candidate combines strong technical depth, exceptional program leadership, and the ability to create clarity in highly complex environments. They are equally comfortable driving executive-level strategic discussions and partnering with engineering teams to remove delivery obstacles and accelerate execution.

Key Responsibilities
Commerce Media Platform Transformation
• Lead the end-to-end technology modernization strategy for Mastercard's Offers and Commerce Media platforms.
• Drive transformation initiatives that migrate and evolve legacy services, applications, and operational processes into a unified Commerce Media platform architecture.
• Partner with Engineering, Product Management, and Architecture leadership to establish platform roadmaps and modernization priorities.
• Align multiple delivery organizations around a common vision, architecture, and execution strategy.
• Ensure technology investments support long-term platform scalability, resiliency, operational excellence, and business growth.
Technology Delivery & Execution
• Lead execution of complex cross-functional initiatives across distributed engineering teams.
• Drive dependency management, critical path planning, release readiness, and program health reporting.
• Manage organizational and technical risks while proactively removing blockers that impact delivery.
• Partner with Engineering Managers and Technical Leads to ensure priorities, capacity, and execution plans remain aligned to business objectives.
Technical Leadership
• Provide technical program leadership across cloud-native platforms, APIs, data products, event-driven architectures, and digital commerce solutions.
• Partner with architects and engineering leaders to evaluate technical tradeoffs involving scalability, availability, security, performance, and maintainability.
• Facilitate architectural alignment and technical decision-making across multiple platform domains.
• Help ensure modernization efforts reduce technical debt while enabling future product innovation.
Data, Intelligence & Decisioning
• Partner with data engineering and analytics teams to support the evolution of Commerce Media intelligence capabilities.
• Drive programs supporting audience creation, targeting, measurement, attribution, reporting, and optimization solutions.
• Ensure data platform initiatives align with privacy, compliance, governance, and platform scalability requirements.
Organizational Excellence
• Identify opportunities to simplify delivery processes, improve operational effectiveness, and increase engineering productivity.
• Establish repeatable program management standards, metrics, and performance indicators.
• Drive continuous improvement initiatives that improve delivery predictability and reduce organizational friction.
Leadership & Talent Development
• Build and mentor a high-performing team of Technical Program Managers.
• Establish best practices and operational standards across the TPM organization.
• Foster a culture of ownership, collaboration, innovation, and continuous improvement.
• Serve as a trusted advisor to senior technology and business leaders.

Qualifications
Required
• Bachelor's degree in Computer Science, Engineering, Information Systems, or related field.
• 7+ years of experience leading large-scale technology programs in complex enterprise environments.
• 2+ years of people leadership experience leading Program Management or Technical Program Management teams.
• Proven experience driving technology modernization and platform transformation initiatives.
• Experience leading large cross-functional programs involving software engineering, platform architecture, data engineering, and product management teams.
Preferred
• Experience in AdTech, MarTech, Commerce Media, Retail Media Networks, Digital Advertising, Loyalty, Offers, or Marketing Platforms.
• Experience building or transforming large-scale digital platforms serving enterprise customers.
• Strong understanding of cloud-native architectures, distributed systems, APIs, event-driven platforms, and data products.

In line with Mastercard’s total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience. Mastercard benefits for full time (and certain part time) employees generally include: insurance (including medical, prescription drug, dental, vision, disability, life insurance); flexible spending account and health savings account; paid leaves (including 16 weeks of new parent leave and up to 20 days of bereavement leave); 80 hours of Paid Sick and Safe Time, 25 days of vacation time and 5 personal days, pro-rated based on date of hire; 10 annual paid U.S. observed holidays; 401k with a best-in-class company match; deferred compensation for eligible roles; fitness reimbursement or on-site fitness facilities; eligibility for tuition reimbursement; and many more.
