Job Description:
Metas Solutions is seeking a Project Manager / Federal Evaluation Lead to support a proposed Federal health engagement focused on designing, implementing, and sustaining a performance and evaluation framework.
The ideal candidate will bring direct Federal evaluation experience, including Federal program evaluation, performance measurement, public health evaluation, data collection and analysis, evidence synthesis, technical assistance, and Federal client support. This role requires someone who can lead the work as both a delivery manager and evaluation-informed client lead.
This position is expected to be proposed as key personnel and must be able to demonstrate relevant experience supporting Federal evaluation or performance-management efforts.
Responsibilities:
- Lead day-to-day execution of federal performance and evaluation support engagement.
- Guide development and implementation of an evaluation and performance-management framework.
- Support outcome, process, impact, and policy evaluation activities.
- Oversee performance data collection, validation, analysis, reporting, and use.
- Coordinate development of evaluation plans, performance measures, findings, recommendations, reports, dashboards, and briefing materials.
- Provide technical assistance to Federal staff, partners, and stakeholders on evaluation design, performance data collection, reporting, and evidence use.
- Support evidence reviews, environmental scans, and syntheses of evidence-based, evidence-informed, and promising practices.
- Coordinate with Federal client leadership and the Contracting Officer's Representative on priorities, schedules, deliverables, risks, and issue resolution.
- Ensure deliverables are accurate, timely, methodologically sound, accessible, and responsive to client requirements.
- Manage work plans, schedules, staffing coordination, budget tracking, quality control, and contract performance expectations.
Minimum Qualifications:
- Bachelor's degree in public health, public policy, evaluation, social sciences, data analytics, statistics, health services research, or a related field.
- Direct Federal program evaluation or performance evaluation experience.
- Experience supporting Federal health, public health, health equity, human services, or related mission programs.
- Experience leading or supporting evaluation framework development, performance measurement, program evaluation, or performance-management initiatives.
- Experience with data collection, data validation, data analysis, reporting, dashboards, or performance summaries.
- Experience preparing evaluation reports, findings, recommendations, evidence reviews, environmental scans, or technical assistance materials for Federal audiences.
- Demonstrated ability to manage client-facing Federal engagements, including work planning, schedule management, deliverable review, risk tracking, and stakeholder coordination.
Preferred Qualifications:
- Advanced degree in public health, evaluation, public policy, statistics, health services research, epidemiology, social sciences, or a related field.
- Experience supporting HHS, CDC, CMS, HRSA, NIH, OASH, or comparable Federal health agencies.
- Experience with public health evaluation, health equity evaluation, minority health, language access, social determinants of health, or programs serving underserved communities.
- Experience developing logic models, evaluation plans, performance measures, data collection instruments, dashboards, and evaluation technical assistance tools.
- Familiarity with Federal deliverable quality expectations, Section 508, privacy, records management, controlled information, and Federal reporting requirements.
