Job DetailsJob Location: Q Office - Quantico, VA 22134Position Type: Full TimeEducation Level: Bachelor's DegreeTravel Percentage: Up to 25%Job purpose The MOCTT Fires and Effects Analyst provides training, mentorship, observation, assessment, and advisory support to improve the planning, integration, synchronization, execution, and assessment of Fires, Targeting, and Effects within MAGTF Operations Centers, with primary emphasis at the Major Subordinate Command, Marine Expeditionary Brigade, Marine Expeditionary Force, and Joint Task Force levels. The Fires and Effects Analyst serves as an operational level subject matter expert in Marine Corps and Joint Fires, Fires and Effects Coordination Center and Fire Support Coordination Center processes, Joint and MAGTF targeting, effects integration, operational planning, and the employment of fires command and control and targeting systems. The position supports development and execution of  Training and Academics Plans (TAP), facilitates formal and informal academics and watch stander training, observes and assesses Training Audience performance, identifies deficiencies, supports remediation, and recommends improvements to Fires and Effects integration and future training. The Fires and Effects Analyst trains, mentors, observes, assesses, and advises the Training Audience but does not replace or routinely perform the duties of Training Audience Fires or targeting personnel. Duties and responsibilities Fires and Effects Integration, Training, and Mentorship • Provides formal and informal instruction, mentorship, over the shoulder coaching, and practical application on the planning, integration, synchronization, coordination, execution, and assessment of Marine Corps and Joint Fires and Effects. • Trains and mentors Echelon 3 and Echelon 4 staffs in the organization, functions, processes, and procedures associated with the Fires and Effects Coordination Center, Fire Support Coordination Center, and other Fires and Effects organizations operating within the MAGTF Operations Center. • Develops Training Audience proficiency in integrating Fires and Effects across operational planning, current operations, and execution in support of commander objectives and decision making. • Trains and assesses the integration of Fires and Effects with Operations, Intelligence, Information, Aviation, Logistics, Future Operations, Future Plans, and other applicable staff elements. • Provides instruction on the integration and synchronization of kinetic and non kinetic effects and, when relevant to the Training Audience and exercise, provides advisory support on the integration of Special Access Program and Special Technical Operations capabilities consistent with access requirements and individual qualifications. Joint and MAGTF Targeting • Provides instruction, mentorship, and operational expertise on the Joint Targeting Process and its integration with Marine Corps planning, targeting, execution, and assessment processes. • Trains staffs in deliberate and dynamic targeting, target development and prioritization, capability and effect integration, execution, assessment, and applicable killweb concepts. • Develops Fires and targeting personnel capable of effectively supporting targeting boards, working groups, decision forums, and other related battle rhythm events. • Assesses whether Fires and targeting processes are synchronized with commander objectives, desired effects, operational priorities, and the activities of other warfighting functions. Training and Academics Plan Support • Assists the MOCTT Lead and senior Operations Analyst in the development, refinement, and execution of Training and Academics Plans based on unit requirements, exercise objectives, identified deficiencies, and operational priorities. • Participates in exercise life cycle planning, preparation, coordination, and execution events to identify emerging Fires, Targeting, and Effects training requirements and shape MOCTT support. • Develops, updates, and maintains Fires, Targeting, and Effects academic packages, lesson materials, practical applications, battle drills, watch stander training, reference products, and other event specific training materials supporting the TAP. Observation, Assessment, and Remediation • Utilizes the MOC Assessment Tool and other approved assessment criteria to evaluate Training Audience performance, Fires and Effects integration, and TAP effectiveness. • Observes Fires and Effects related battle rhythm events and watch floor operations during exercise preparation and execution to assess process adherence, staff integration, information flow, targeting synchronization, and support to commander decision making. • Provides Fires and Effects input to running summaries, written assessments, Quick Looks, after action reviews, event summaries, and other required exercise and training products. • Identifies and documents performance deficiencies based on observation and approved assessment criteria and supports corrective training through focused academics, over the shoulder coaching, battle drill repetition, or other appropriate remediation. • Analyzes observations, assessments, after action reports, Quick Looks, and exercise feedback to identify recurring trends and recommend improvements to future TAPs, academics, Fires and targeting processes, and training methodologies. • Maintains event specific Fires and Effects checklists, references, assessment support products, and other materials required for training, observation, and evaluation. Doctrine, Systems, and Professional Expertise • Maintains subject matter expertise in Marine Corps, Joint, and Combined Fires, targeting, effects, doctrine, operational TTPs, command relationships, and training methodologies applicable to assigned duties. • Maintains proficiency and awareness of fires and targeting systems used by the Fleet Marine Force, including AFATDS, JADOCS, Maven Smart System, and other applicable fires, targeting, and decision support systems, with emphasis on how those systems enable operational Fires and targeting processes. • Maintains awareness of curriculum, doctrinal, organizational, technological, and operational developments and recommends updates to MOCTT training and instructional materials based on observations, Fleet feedback, lessons learned, and exercise results. • Attends New Equipment Training, refresher training, formal schools, and other professional development relevant to Fires, Targeting, Effects, and assigned systems. • Participates in applicable component and Service level Fires events and provides recommendations to the Fleet Marine Force and MOCTT regarding emerging Fleet Fires processes, requirements, TTPs, and capabilities. • When required, serves as the MOCTT Fires and Effects representative and coordinates with applicable MSTP, Training Audience, and supporting personnel regarding Fires related training requirements and exercise support.QualificationsQualifications • Detailed functional knowledge of Marine Corps and Joint Fires, targeting, effects, doctrine, organizations, command relationships, and operational level FECC and FSCC processes and procedures. • Strong understanding of the Joint Targeting Process, deliberate and dynamic targeting, and the integration of Fires and Effects with multiple warfighting functions during planning and execution. • Working knowledge of fires command and control, targeting, and decision support systems used by the Fleet Marine Force. • Strong platform instruction, mentorship, facilitation, communication, and presentation skills with the ability to explain complex operational concepts to audiences with varying levels of experience. • Ability to observe and assess Training Audience performance, identify deficiencies, and translate observations into clear and actionable coaching, assessments, and recommendations. • Ability to work effectively as part of an integrated team of analysts, instructors, and subject matter experts supporting Marine Corps, Joint, coalition, and multi domain operations. • Proficient with Microsoft Windows, Teams, Office, and other applications required to develop training, assessment, and exercise support products. Education • Bachelor’s degree or a minimum of ten years of directly relevant military, government, or contractor experience. • Graduate of an Intermediate Level School such as Marine Corps Command and Staff College, Naval War College, Armed Forces Staff College, or equivalent Joint or Service Intermediate Level Education preferred. • Fire Support Coordination Center Course and Joint Targeting Staff Course attendance, or equivalent Fires and targeting education, preferred. Additional formal education or certification in Joint Fires, targeting, operational planning, information related capabilities, or other relevant Fires and Effects disciplines is desired. Years of Relative Work Experience • Minimum of three years of operational level staff experience at a Joint Task Force, Marine Expeditionary Force, Marine Expeditionary Brigade, Major Subordinate Command, Task Group, Task Force, or equivalent headquarters, with demonstrated experience in a Fires and Effects Coordination Center, Fire Support Coordination Center, targeting organization, or equivalent operational command and control element. • Minimum of two years of experience working with fires command and control, planning, targeting, or execution systems. Previous experience training, coaching, mentoring, or assessing Echelon 3 or Echelon 4 military staffs is highly desired; direct participation in real world operations is desired. Clearance • Secret clearance eligibility required. Eligibility for upgrade to Top Secret with Sensitive Compartmented Information access is required when dictated by position responsibilities, contract requirements, or supported training events.
