Job Description

TechSur is seeking a Senior EPDS Subject Matter Expert (SME) with demonstrated experience supporting the USDA Enterprise Project Data System (EPDS). The ideal candidate will have strong knowledge of the EPDS application, database, business processes, data model, interfaces, and operational workflows.

This resource will provide technical expertise throughout application and database migration activities and will support knowledge transfer, validation, defect resolution, operations, maintenance, and future enhancements.

Key Responsibilities

  • Provide senior-level technical expertise and guidance on the existing USDA EPDS application and database.
  • Develop and maintain a strong understanding of EPDS architecture, business processes, data model, integrations/interfaces, and operational workflows.  
  • Support application and database migration planning, execution, and troubleshooting.
  • Assist with analysis and resolution of EPDS-specific technical and functional issues during migration activities.
  • Validate migrated functionality, data, interfaces, and business processes to ensure they continue to meet operational requirements.
  • Identify, troubleshoot, and resolve defects and migration-related issues.
  • Provide technical guidance and documentation related to EPDS functionality, configuration, processes, and operational procedures.
  • Support post-migration operations and maintenance (O&M) activities.
  • Assist with ongoing defect resolution, system troubleshooting, and application enhancements.
  • Collaborate with GAO, technical teams, business stakeholders, and other project resources to ensure successful EPDS transition and continued operations.
  • Provide recommendations and technical expertise to improve system performance, maintainability, and functionality.

Qualifications

Required Qualifications

  • Demonstrated experience supporting the USDA Enterprise Project Data System (EPDS).  
  • Strong understanding of EPDS application architecture and technical environment.
  • In-depth knowledge of EPDS business processes and operational workflows.
  • Strong understanding of EPDS database structure and data model.
  • Experience with system interfaces and integrations associated with EPDS.
  • Experience supporting application and/or database migration activities.
  • Experience troubleshooting application, database, interface, and data-related issues.  
  • Experience with application operations, maintenance, defect resolution, and enhancements.
  • Strong communication and collaboration skills, with the ability to work effectively with both technical and business stakeholders.
  • Ability to document technical processes and conduct knowledge-transfer sessions.

Preferred Qualifications

  • Prior experience supporting USDA or other federal government IT systems.
  • Experience supporting large-scale application modernization or migration initiatives.  
  • Experience working in Agile or similar delivery environments.
  • Experience collaborating with government stakeholders, system owners, and technical teams.
  • Strong analytical and problem-solving skills.
