Freestone Environmental Services, Inc., a multi-discipline environmental consulting firm headquartered in Richland, Washington, is seeking a contract specialist to support our business operations.
Description: The successful candidate will provide contract administration for task order contracts, master contracts, and subcontracts. The contract specialist serves as the primary point of contact with the client contract specialists for contract-related issues, contract modifications, and overall contract compliance. The position also involves reviewing requests for proposals, statements of work, and working with technical teams in proposal development. The candidate will also assist project leads with contract compliance and adherence to spending limits and deliverables.
Responsibilities:
- Prepares, reviews, administers, and tracks service contract proposals.
- Secures necessary approvals and ensures that the standard contract terms are followed.
- Ensures contract-required submittals are processed, submitted and up to date (Insurance certificates).
- May assist with contract negotiations.
- Collects contract-required project reporting (accruals) from project leads and tracks contract spend data and communicates issues to project leads and clients.
- Sets up new projects, tasks, budgets and rates tables in company project management system (Sage Intacct) and ensures consistency between projects.
- Administers invoicing and creates custom invoices as required.
- Formulates, awards and administers assigned subcontracts
- Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
- Represents company in contractual discussions of moderate complexity.
Required Qualifications:
- Experience in both Contract Formation and Administration.
- Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, and amendments.
- Must be able to complete and pass a pre-employment background check which includes verification of employment and education.
- Excellent written and verbal communication skills.
- Knowledge of standard computer applications such as Microsoft Office.
Preferred Qualifications:
- Associate or bachelor’s degree in business, accounting or related field.
- Knowledge of contract types, terms, and legal requirements.
- Knowledge of law, negotiations, or accounting gained through education or experience.
- Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
- Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
- Basic understanding of Cost Accounting Standards, and determination process for applicability to the work.
