Position Overview
The Human Resources Manager reports directly to the Chief Operating Officer (COO) and is responsible for managing the day-to-day functions of the Human Resources department and supporting the organization’s employees and leadership throughout the employment lifecycle. This position oversees recruitment and hiring, onboarding, benefits and leave administration, employee relations, performance management, training and compliance, HR systems and records, and the development and consistent application of organizational policies and procedures.

The Human Resources Manager serves as a trusted resource to employees and supervisors while helping ensure HR practices remain compliant, effective, consistent, and aligned with the needs of WTCG/PBCG. Regular and timely attendance is required.
Key Responsibilities
- Manage the recruitment and hiring process, including job postings, candidate screening, interviews, employment offers, background checks, and employment eligibility verification.
- Partner with supervisors and department leaders to identify staffing needs and ensure job descriptions, qualifications, and hiring practices align with organizational needs.
- Coordinate new-hire onboarding and orientation and support employee recognition, engagement, and retention initiatives.
- Administer employee benefits, paid time off, leaves of absence, and other HR programs and processes.
- Provide guidance to employees and supervisors regarding HR policies, procedures, performance expectations, workplace concerns, and employee relations matters.
- Support and participate in disciplinary actions, performance improvement plans, workplace investigations, and employee separations.
- Oversee performance management processes and assist supervisors with employee development, coaching, and documentation.
- Track and maintain required employee training, continuing education, licenses, certifications, and other employment-related requirements.
- Maintain accurate, complete, and confidential employee records and HR documentation in accordance with applicable legal and organizational requirements.
- Manage and maintain HR systems and processes to support accurate employee data, reporting, documentation, and efficient HR operations.
- Develop, review, and update HR policies, procedures, forms, and practices to promote consistency and compliance throughout the organization.
- Monitor compliance with applicable federal, state, and local employment laws and regulations and recommend changes to policies and practices as needed.
- Maintain current knowledge of HR trends, employment law developments, regulatory changes, HR technology, and industry best practices.
- Prepare and maintain HR reports and workforce data to support organizational planning and informed decision-making.
- Promote a professional, respectful, inclusive, and positive workplace culture while maintaining appropriate confidentiality.

Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Management, or a related field required.
- Minimum of three (3) years of progressively responsible Human Resources experience, including experience managing HR functions, programs, or processes, required.
- Experience administering employee relations, recruitment, benefits, leave, compliance, performance management, and HR systems preferred.
- Professional HR certification, such as PHR, SPHR, SHRM-CP, or SHRM-SCP, preferred.
- Experience with BambooHR is a plus.

- Ability to identify and implement opportunities to improve HR processes, workflows, compliance, and the employee experience.

Physical Demands & Work Environment
- Work is performed primarily in an office-based mental health setting.
- Frequent interaction with individuals who may be experiencing acute emotional distress.
- Must maintain a calm, professional demeanor in all situations.
- Requires extended periods of sitting and computer use.
- Ability to occasionally lift up to 20 pounds.
