USAC’s target compensation range for a new hire into this position is $130,000- $155,000 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. Your Role

We are currently seeking an experienced, dynamic and collaborative professional to serve as an Associate General Counsel for our Office of General Counsel who will deal with a multitude of in-house legal issues facing a large non-profit corporation, with an emphasis on employment law, litigation, and administrative regulatory law with experience in FCC regulations and telecommunications. The Associate General Counsel will support the Deputy General Counsel and General Counsel in developing, managing, and implementing the Office of General Counsel’s (OGC) work with the four Universal Service Fund (USF) programs and related divisions to ensure effectiveness and efficiency of operations, and compliance with applicable laws and regulations.

Your Responsibilities

Working in a creative and fast-paced environment, the Associate General Counsel will divide their time between corporate/enterprise matters and regulatory and administrative issues, focusing on employment and labor relations, general corporate, corporate governance and universal service programmatic matters:

  • Counsel the Rural Health Care program and various business units within USAC on the administration of the Universal Service Fund (USF) programs, including identifying and analyzing novel issues and promoting measures to ensure program integrity and program success. Handling appeals of USAC decisions. Experience with administration of federal programs is desirable. Knowledge of the Universal Service Fund is desirable.
  • Additional duties may include providing advice concerning contracts and commercial transactions, preparing or reviewing agreements for the procurement of goods.
  • Stay abreast of orders issued by the FCC regarding the USF programs, and present to the USAC business units summaries of such orders and summaries of action to be taken by USAC pursuant to such orders.
  • Respond to Congressional or GAO inquiries regarding the USF programs.
  • Ensure compliance with all federal, state and local laws affecting USAC operations. Identify and anticipate potential legal issues and propose solutions to complex situations raising difficult legal and operational concerns.
  • Effectively communicate, both in writing and orally, with internal clients, the FCC, and external contacts concerning legal matters.
  • Interact and engage with FCC staff on numerous matters, including contracts, audits, enforcement of contribution requirements, and programmatic issues.
  • Provide legal and strategic support to USAC programs on work related to the four USF programs.
  • Draft, edit and analyze a variety of documents related to USF program legal work including appeals, memorandum, policies, agreements, and other documents.
  • Coordinate programmatic legal work with internal divisions including each of the USF Programs; Audit Assurance Division; Finance’ Procurement; and Enterprise Portfolio Management.
  • Advise General Counsel on proposed responses and strategies as it relates to USF programs.
  • Collaborate and work closely with OGC team to identify and develop efficiencies, improved communications, and streamlined processes for responses to business units.
  • Foster teamwork and planning to achieve desired results.
  • Participate in developing and implementing a division plan which supports and implements the organization’s plan.
  • Other specific duties as assigned.

About You

The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the Office of General Counsel.

  • Juris Doctorate from an ABA accredited law school, and admission to at least (1) one state bar.
  • Have a minimum of seven years of directly related experience, but willing to consider exceptional candidates at all levels. A combination of education, experience, and training that provides the necessary knowledge, skills, and abilities to perform the work may be considered.
  • Excellent skills in problem-solving, analytical skills and data oriented.
  • Ability to communicate effectively at varying levels of the organization.
  • Ability to provide sound legal advice on complex situations.
  • Ability to focus on achieving defined results, and exceeding goals and objectives.
  • Ability to develop internal control methods, policies procedures, training, etc.
  • Excellent verbal and written communication skills, with the ability to present complex and sensitive issues to stakeholders and staff in a persuasive manner.
  • Strong facilitation, analytical and critical thinking skills.
  • Proficiency in Microsoft Office Suite.
  • Possess excellent project management and interpersonal skills.
