All on the Field (AOTF) runs paid canvassing and ballot-access programs across multiple states. We are hiring an HR & Payroll Manager to own our people operations function end to end, from onboarding through termination, as we scale hiring across our canvass programs.
 

This is a senior HR role built for the pace and volume of program-based field work. AOTF hires and separates staff constantly as programs ramp up, adjust, and wind down, and this person is responsible for ensuring that these processes occur with proper documentation, consistent processes, and legal defensibility. We operate through Justworks as our PEO, so payroll administration here is lighter than a standalone payroll role, this person manages and reviews within that system rather than running payroll from scratch. Campaign experience isn't required.
 

What matters most is a track record of hiring at scale, genuine enthusiasm for this kind of fast-moving, high-volume work, and alignment with the progressive values behind our programs.

 

Responsibilities

  • Enforce AOTF's HR compliance standards day to day, including documentation for hiring, discipline, and termination decisions across all field programs
  • Serve as the escalation point for employee relations issues, providing consultation to field directors and managers that reduces risk and keeps personnel actions compliant and well-documented
  • Set hiring compliance standards and documentation requirements for high-volume field recruitment, supporting the Operations team's day-to-day sourcing and screening
  • Administer payroll through Justworks (our PEO): manage employee records, review and approve payroll runs, respond to employee pay inquiries, and process compensation changes and off-cycle payments as needed
  • Apply AOTF's HR policies and procedures on the ground, including performance improvement plans, termination protocols, and escalation procedures
  • Train and coach field directors and managers on hiring, discipline, and termination best practices
  • Administer employee benefits processes, including enrollments, open enrollment, and qualifying life events
  • Maintain accurate personnel records and required HR documentation in compliance with recordkeeping requirements
  • Flag personnel matters requiring legal input to the EVP of Finance and Operations for coordination with outside counsel
 

Qualifications

  • Bachelor's degree in human resources, business administration, or a related field, or equivalent professional experience
  • At least five years of progressively responsible experience in human resources, employee relations, or operations, or a related field
  • Deep experience with recruitment at scale and with employee separations, including documentation standards and legal risk awareness
  • Working knowledge of PEO platforms (Justworks experience a plus) and multi-state payroll compliance
  • Working knowledge of core HR functions including benefits administration and personnel recordkeeping
  • Strong interpersonal and communication skills, with the ability to influence managers and hold them accountable to compliance standards
  • Strong problem-solving and conflict-resolution skills
  • Demonstrated ability to manage multiple priorities and operational details with limited supervision
  • Discretion with sensitive personnel information
  • Genuine interest in progressive politics and this kind of program-based, high-volume field work
  • SHRM-CP, PHR, or similar HR certification preferred but not required
  • Access to phone and computer; available for evening and weekend work during peak program periods
