Ancon is a contracting and staffing firm that provides support to government agencies across the country. We are seeking a highly experienced Human Resources Specialist with a strong background in federal recruitment staffing to support a federal government agency. The ideal candidate will provide expert advice and support management on a wide range of federal human resource management concepts, laws, policies, practices, and regulations, specifically related to recruitment and staffing.
Job Summary
This position calls for a senior subject matter expert who can manage the full recruitment lifecycle for federal positions supporting AST (Commercial Space Transportation). The Human Resources Specialist will develop specialized experience and technical requirements, create vacancy announcements, conduct qualifications assessments, facilitate hiring, advise managers on recruitment strategies, conduct job analyses and crediting plans, and process Federal personnel actions.
Key Responsibilities
• Manage the full recruitment lifecycle for federal positions, from requisition through onboarding.
• Daily reporting to the HR director and collaboration with AST managers.
• Develop specialized experience and technical qualification requirements for vacancies.
• Create and post vacancy announcements in accordance with federal staffing regulations.
• Issue selection certificates and facilitate the hiring process for selecting officials.
• Advise hiring managers and senior leadership on recruitment strategies and best practices.
• Conduct job analyses and develop crediting plans to support merit-based selection.
• Process Federal personnel actions in compliance with applicable HR laws, policies, and regulations.
• Support recruitment surge operations, including mass hiring events and high-volume candidate processing.
Required Qualifications
• Extensive experience as a Human Resources Specialist supporting federal recruitment and staffing.
• Familiarity with Aviator and other HR systems (e.g., FPPS, ITS).
• Demonstrated experience developing vacancy announcements, qualifications assessments, and selection certificates.
• Experience processing Federal personnel actions.
• Proven ability to advise senior management on HR concepts, recruitment strategy, and staffing best practices.
• Strong written and verbal communication skills.
• Ability to work on-site five days a week at the Tech Center in South NJ or in Washington, DC.
Preferred Qualifications
• Prior experience supporting the FAA or another federal aviation/transportation-related agency.
• Experience supporting Commercial Space Transportation (AST) or a similar federal program office.
• Federal HR certification (e.g., IPMA-HR, PHR/SPHR) or equivalent professional credential.
• Experience in niche areas related to space engineering is preferred or equivalent.
