Program Manager

Brief Overview of Position:

Strategic Operational Solutions (STOPSO) is seeking a Project Manager (PM) to support the Federal Trade Commission (FTC) Bureau of Economics (BE) Cloud Data Platform Support Services (CDPSS) program. The PM serves as STOPSO's primary management representative and is responsible for overall contract performance, customer relationship management, cost and schedule oversight, risk management, status reporting, quality management, and coordination across technical, security, and operational workstreams. The PM supports the BE Program Manager and Contracting Officer Representative (COR) while ensuring successful execution of all task order requirements.

Responsibilities:

• Serve as primary contractor point of contact.
• Manage contract performance, schedule, and deliverables.
• Coordinate activities across cloud, cybersecurity, and data engineering teams.
• Maintain effective communication with FTC stakeholders.
• Responsible for deliverables, such as Bi-Weekly Status Reports (WSR), Monthly Status Reports (MSR), Technical status meeting materials, and risk and issue reporting.
• Track performance metrics and contract milestones.
• Maintain Quality Control Plan (QCP).
• Monitor SLA compliance.
• Track corrective actions and continuous improvement activities.
• Maintain program risk register.
• Escalate operational, technical, and security issues.
• Develop mitigation plans and recommended courses of action.

Minimum Qualifications:

• Bachelor's degree in Business, Management, Information Technology, Engineering, or related field.
• Minimum 7 years of program management experience.
• Experience managing federal IT service contracts.
• Excellent written and verbal communication skills.
• Ability to obtain and maintain FTC suitability determination / Public Trust.
• Preferred certifications include a PMP, ITIL Foundation, and CSM/Agile
