Koniag IT Systems, a Koniag Government Services company, is seeking an experienced Project Manager/Scrum Coach to support KITS and our government customer in Washington, DC. This is a Hybrid opportunity, requiring 1-2 days onsite per week.

This role is crucial in ensuring the successful delivery of cloud solutions aligned with our customers' requirements and business objectives. The ideal candidate will have a strong background in project management, Agile methodologies, and a deep understanding of cloud computing technologies and best practices. This is a fast-paced role supporting a large, multi-initiative enterprise technology portfolio.

 

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Cloud Project Manager/Scrum Master will be responsible for leading and coordinating cloud-based projects, ensuring their successful delivery while adhering to Agile principles and methodologies.

The core duties of this position include:

  • Developing and managing project plans, schedules, and budgets for cloud-based initiatives.
  • Facilitating and leading Agile ceremonies, such as sprint planning, daily stand-ups, retrospectives, and reviews.
  • Coordinating and communicating with cross-functional teams, including development, operations, and stakeholders.
  • Identifying and managing project risks, issues, and dependencies, and implementing mitigation strategies.
  • Ensuring adherence to project management best practices, cloud computing standards, and compliance requirements.
  • Monitoring project progress, performance metrics, and resource allocation, and taking corrective actions as needed.
  • Fostering a collaborative and productive team environment, promoting continuous improvement and knowledge-sharing.
  • Creating and maintaining comprehensive project documentation, including project plans, status reports, and post-implementation reviews.
  • Directly supervising a team of engineers and technical leads.
  • Leading response to high-visibility, time-compressed production changes (e.g., emergency infrastructure cutovers), including risk identification and escalation to senior/executive leadership.
  • Preparing and delivering recurring executive-level status briefings and portfolio reporting to program and agency leadership.
  • Coordinating with security and governance stakeholders (e.g., Information System Security Officers, Authorizing Officials, change control boards) to move project and system changes through required federal approval gates.

 

Education and Experience Requirements:

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field, or equivalent professional experience.
  • Minimum of 7 years of experience in project management, with a strong focus on cloud computing and/or Agile methodologies, including experience operating within a large, multi-initiative technology portfolio.
  • Certified Scrum Master (CSM) or equivalent Agile certification is required.
  • Project Management Professional (PMP) or equivalent certification is highly preferred.
  • Minimum of 2 years of direct supervisory experience over technical staff, including performance management and participation in hiring decisions.
  • ITIL Foundation and/or ServiceNow certification preferred, given this environment's reliance on ServiceNow for IT service management.

 

Required Skills and Competencies:

  • Proven experience in leading and managing cloud-based projects using Agile methodologies, such as Scrum or Kanban.
  • Solid understanding of cloud computing technologies, architectures, and best practices.
  • Strong knowledge of project management principles, methodologies, and tools (e.g., JIRA, Confluence, Microsoft Project).
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders.
  • Strong problem-solving and analytical skills, with the ability to identify and mitigate project risks and issues.
  • Proficiency in project planning, resource management, and budget forecasting.
  • Experience in managing and prioritizing multiple projects and competing demands.
  • Knowledge of industry best practices, security standards, and compliance requirements.
  • Demonstrated experience directly managing and developing technical personnel, including coaching, performance management, and participation in hiring (resume screening and interviews).
  • Working knowledge of federal enterprise governance and change-control processes (e.g., Enterprise/Change Control Board submissions, Authority to Operate (ATO)/continuous ATO gates) sufficient to move project and system changes through required approval processes.
  • Experience with IT service management tooling (e.g., ServiceNow) in addition to Agile delivery tools (JIRA, Confluence).
  • Demonstrated ability to lead under pressure and time constraints, including formal risk documentation and escalation to executive stakeholders.
  • Working familiarity with cloud governance, security, and compliance frameworks (e.g., NIST, FedRAMP, FISMA) as applied in a federal Authority to Operate (ATO) environment.

 

Security Requirement:

  • Ability to obtain and maintain a public trust clearance.

 

Desired Skills and Competencies:

  • Experience working with cloud service providers, such as Amazon Web Services (AWS), Microsoft Azure, or Google Cloud Platform (GCP).
  • Knowledge of DevOps practices, including continuous integration, continuous deployment, and infrastructure as code.
  • Experience working in a government or highly regulated environment.
  • Knowledge of change management and organizational transformation principles.
  • Understanding of cloud cost optimization strategies and tools.
  • Exposure to enterprise identity and access management platforms (e.g., Okta) and identity-proofing/fraud-prevention tools (e.g., Socure).
  • Exposure to cloud security posture management, API security, or privileged access management tooling (e.g., Wiz, Traceable, BeyondTrust) and container orchestration (e.g., Kubernetes/EKS).
  • Familiarity with Section 508 accessibility compliance requirements.
