Business Technology Integrators (BTI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with more than 25 years of experience delivering innovative and reliable IT and engineering solutions to the Federal Government. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.

BTI is currently searching for a Technical Lead to fulfill the roles and responsibilities below:

 Roles and Responsibilities
The technical lead will design, develop, and maintain the complex filing application or similar solution from end to end. This role requires deep expertise in cloud technologies, security protocols, and system integration.
They will work closely with the Product Owners and IT Federal Project Manager (FPM) to fully understand the functional and technical requirements of the EFAST.
They will actively participate and provide input in the major design decisions, and work with Business Analysts, Subject Matter Experts (SMEs), system owners, customers, and end-users to understand their mission, current architecture, security requirements, and deliverables.
With a focus on the project release goals, they will work with the team within an Agile framework to build a design that will scale to meet the evolving needs.
Additionally, the Technical Lead will design and develop the system to set the standard for future development and craft an architecture that works smoothly with the existing infrastructure without compromising security.
Lastly, they will identify and introduce new opportunities to build platform-based solutions to help the users meet their toughest challenges.
Experience/Qualifications
  • Undergraduate college degree from an accredited college or university in computer science, information systems management, mathematics, or other discipline related to the requirements of this project, or equivalent experience
  • At least 10 years of progressively responsible IT experience, which includes at least five years of experience performing design and development duties
  • Experience planning, conducting, assigning, and monitoring system/application development in an iterative manner, particularly the ability to work with business partners to review prototypes and develop iterative revisions
  • Experience in translating process flow analysis and business requirements into system design and development
  • Experience developing front ends using the latest technologies, such as React JS, etc.
  • Experience with relational database backends and developing SQL scripts, views, triggers, and stored
procedures
  • Experience implementing user authentication processes utilizing Login.gov with IAL-1.

  • Experience developing and implementing Extract, Transform, and Load (ETL) processes to gather and load data obtained from external sources
  • Experience with agile development methodology utilizing tools such as Jira
  • Experience working in a Development Security Operations (DevSecOps) environment utilizing tools such as GitLab and Jenkins.
  • Experience with testing automation.
  • Experience with security vulnerability scanning and remediation.
  • Experience with developing and maintaining applications while ensuring accessibility compliance (Section 508).
  • Experience in providing accurate estimates for design and programming efforts for system changes and enhancements based on business requirements.
